I want to make it quite clear that Mr. Allen C. Meacham advised me on March 18, 1977, that the Standard Project Flood Line follows the 25 ft. contour and that the existing FP Zone boundary as it applies to Thunderbird Ranch is in error. Therefore, any comments on the tentative tract map from the City Engineer re~arding FP Zoning would be a part of his normal staff report and that a Special Use Permit would not be required. ADDITIONAL INFORMATION FOR SPEtIAL USE PERMIT APPLICATIUNS FOR DEVELOPMENT OF PROPERTIES WITHIN THE FLOOD PLAIN (F-P) ZONE In order to avoid unnecessary delays in the processing of Sp2c~al Use Permit applications for F-P zoned properties. it is recommended that the applicant contact the City Engineer's office to ascertain whether additional information is necessary in order to determine the flood protection .elevation and to evaluate other factors as may be necessary to render a decision on the suitability of the particular site for the proposed used .. The applicant must furnish any such information required which may include: 1) A map of the vicinity of the property involved drawn to scale showing the location of existing structures, fill and flood control or floodproofing improvements; the location of the property involved; topographi'c contours or elevations;. location of the lines demarking the limits of the flood plain and floodway; and significant vegetation and soil types. 2) The plan of the prop~rty' involved to include flood control or floodproofing improvements. 3) A typical valley cross-section which passes through the property involved showing the stream channel, elevation of land areas to each side of the channel, location of the floodway and flood plain, location and elevation of existing and proposed improvements and high water level information. 4) A profile showing the slope of the bottom of the channel or flow line of the stream. 5) Specifications tor proposed improvements includin~ type of construction and materials, flood control or flood- proofing measures, filling, dredging, grading, channel modification, storage of materials or equipment and utilities. 6} Such other information and data as may be deemed necessary in order to properly evaluate and make a decision on the proposal set forth in the Special Use Permit application. This list is to provide developers the requirements of the City of C~rlsbad early in the planning process. Please read this list care- fully and feel free to ask for further information or explanation. 1) All conditions for Conditional Use Permit, Variance, Planned Unit Development and Special Use Permit shall ~e completed and the project commenced within 18 months from fjnal City action, , .. unless otherwise stated as part of the approval. Immediately after grading, erosion control landscaping or measures shall be installed. This control may be the final landscaping if so approved. It is more effective if applicant meets directly with staff; however, written or telephone communication is· acceptable .. It is the responsibility of the applicant to make the initial contact for such meeting. Submittal: Applicati~n will be accepted only if the applica- tion, plans and other pertinent materials are complete. Generally, the date application will be heard will be deter-' mtned By the submittal date as indicated within the approved Planning Commission calendar. Planning Commission Calendar: The Planning Commission adopts an annual calendar that indicates application closing dates, staff review dates, staff report completion dates, and Plan-- ning Commission hearing dates. Y~u may acquire this calendar at the Planning Depa~tmen~. . ·Staff Review: On the date as indicated on the Planning Commission Calendar, City Staff conducts a review meeting on all items on the Planning Commission agenda. The applicant is invited to attend and to explain the project and respond to staff preliminary recommendations.' Upon completion of this review, Staff will pre- pare final staff reco~mendations to be submitted to the Planning Commission. Hearing: The Planning Commission meets every 2nd and 4th Wednesday of the month at 7:30 p.m .. or as indicated on the Planning Commission calendar, . Appeals: Final action by Planning Commission may be appealed to the City Council, provid~d such appeal is filed within ten (10) days after the Planning Commi'ssion action.
