The proposal will include only 8 dwelling units, all of which will be developed as a single phase. public view? X building? x Alternate site design could be used to eliminate the need for a variance for the garage widths. A reduction in the size of the units would allow more flexibility in the arrangement of the units to accommodate the required garage size. N/A, since the site is designated for multifamily residential , development. E. Devolopment at some future time would not be environmentally proforablo since all public facilities and services currently exist to aervo tho proposed project. F. Mandat OrY f indinas of sianificance - Does the project have the potential to.degrade the quality of the environment, or curtail the diversity in the environment? Does the project have the potential to achieve short-term, to the dis- advantage of long-term, environmental goals? (A short-term impact on the environment is one which occurs in a relatively brief, definitive period of time while long-term impacts will endure well into the future.) Does the project have impacts which are individually limited, but cumulatively considerable? (A project may impact on two or more separate resources where the impact on each resource is relatively small, but where the effect of the total of those impacts on the environment is significant.) Does the project have environmental effects which will cause substantial adverse effects on human beings, either directly or indirectly? X X X X 111. DISCUSSION OF ENVIRONMENTAL EVALUATION The proposed project consists of an eight unit apartment complex to be .located in a multi-family residential neighborhood. Staff has done two field inspections and it appears that the proposed project will not create any negative environmental impacts for the following reasons: 1. Earth: The proposed project would consist of only approximately 25 cubic yards of grading. 4L5. Plant and Animal Life: The proposed project is located in a built out neighborhood. Previous development would have already disturbed any existing habitat. 8,11,12. &and Use, Housinu h PoDulationt The proposed project is consistent with the Carlsbad General Plan and Local Facilities Management Plan 6. -7- DISCUSSION OF ENVIRONMENTAL EVALUATION .ICONTINWED) : . 12. Transmortation: Navarra Drive Was designod to accomodat~ the additional traffic created by thi8 project. . 20. wg Field inspoctions of the site showed no ovidence of any potential archeological/paleontological aite. In summary, it appears that the proposed projoct will not create any nogative environmental impacts and staff feels confortablo in issuing a NOgatiVls Declaration. IV. DETERMIN ATION (To Be Completed By The Planning Department) On the basis of this initial evaluation: % I find the proposed project COULD N OT have a significant effect on the environment, and a NEGATIVE DECLARATION will be prepared. I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A Conditional Negative Declaration will be proposed. _* I find the proposed project MAY have a significant effect on the environment, and an ENVIRONMENTAL IMPACT REPORT is required.
