State of California Project Location (include county) Project Description: The redevelopment of the existing Carlsbad By The Sea Lutheran Home in the V-R and R-3, and BAOZ zones and the development of a 12,000 square foot ocean front parcel. This is to advise that the City of Carlsbad has approved the above described project on 12-5-95 and has made the following determinations regarding the above described project. 1. 2. 3. 4. 5. The project will not have a significant effect on the environment. A Negative Declaration was prepared for this project pursuant to the provisions of CEQk Mitigation measures were made a condition of the appraval of the project. A statement of Ovemdhg Considerations was not adopted for this project. Findings were made pursuant to the provisions of CEQA. This is to certify that the dinal Negative Declaration with comments and responses and record of the General Public at THE CITY OF CARLSBAD. v Izlelq~ MICHAEL J~OLZMILLER Date PLANNING DIRECTOR AH* Date received for fdhg at OPR MITIGATED NEGATIVE DECLARATION PROJECT ADDRESS/LOCATION: Msbad By The Sea 2855 carlsbad Boulevard Carlsbad,CA 92008 PROJECT DESCRIPTION: The Carlsbad By The Sea project will consist of the redevelopment of the existing professional care facility located north and south of Grand Avenue in the Village Redevelopment Zone, R-3 and Beach Area Overlay Zones, and the development of a 12,600 square foot ocean front parcel directly west of the main structure on Ocean Street in the R-3 and Beach Area Overlay Zones. All three parcels will be developed with new structures, however, the front facade of the main structure will be replicated. The existing professional care facility consists of 102 ling units, 59 skilled nursing beds, and ancillary services. The redeveloped facility (including all three parcels) wiil consist of 159 living units, 33 skilled beds, 2 visitor units, a therapy center with pool, ancillary facilitii, and subterranean parking bebw each of the structures providing parking for 229 cam, The project also includes a partial stred vacation of Christiansen Way from 80 feet of rightof-way to 40 feet of rightof-way, and the improvement of a 57 space public parking lot within the existing Garfield Street rightof-way. The Ci of Carlsbad has conducted an environmental review of the above described project pursuant to the Guidelines for Implementation of the California Environmental Quality Act and the Environmental Protection Ordinance of the City of Carlsbad. As a result of said review, a Mitigated Negative Declaration (declaration that the project will not have a signifii impact on the environment) is hereby issued for the subject project. Justification for this action is on file in the Planning Department. A copy of the Mitiiated Negative Declarcdion with supportive documents is on fib in the Planning Department, 2075 Las Palm Drive, Cadsbad, California 92009. Comments from the public are invited. Please submit comments in writing to the Ptanning Department within 30 days of date of issuance.
