The City of Carlsbad also requests the continued processing of all other portions of the Local Coastal Program Amendment such that it may continue on schedule for the June 12, 2013 Coastal Commission meeting. The City of Carlsbad will resubmit those portions of the LCP Amendment pertaining to Chapter 21.110 after city staff is able to adequately consider and address Coastal Commission staff's suggested modifications related to sea- level rise, as indicated in the email from Kanani Brown dated May 30, 2013. Even though there are probably going to be very few people attending tonight's hearing, your approval of the proposed changes cumulate a lot of effort by staff and members of the development community. I was a member of the Development Review Process (DRP) Working Group and participated in all of the meetings and workshops with staff. As explained in the staff report, the proposed changes will eliminate ambiguity and unnecessary steps in the process while decreasing costs and processing times. All of these improvements are very important to the development community. You will also note as you review the staff report and numerous attachments_, none of these changes compromise or reduce any of the City's existing development standards or design guidelines. This was not the purpose when the DRP was established to work with staff. The changes being addressed by this ZCA/LCPA merely provide clarification and reduce processing times. The proposed changes are procedural in nature and do not address quality of development. However, they will prove beneficial to the development community and will help to encourage the processing of development proposals in Carlsbad. Your support of staffs recommendation of approval will be greatly appreciated by the remaining members of the development community. This amendment is being proposed by the City of Carlsbad and is currently under review. This notice hereby opens a six week review period after which the Planning Commission and City Council will consider all comments and act on the proposed amendment. The Planning Commission hearing is expected to take place in November, and will be duly noticed. The City Council hearing is expected to take place in December, and will be duly noticed. The city's Zoning Ordinance is the implementing ordinance for the city's Local Coastal Program. Accordingly, this local Coastal Program Amendment is necessary to ensure consistency between the proposed amended Zoning Ordinance and the Local Coastal Program. The objective of the proposed Zoning Ordinance amendment is to implement initiatives identified by the city's Development Review Process (DRP) Working Group to streamline and improve consistency of the city's development permit and approval processes. The amendment implements the following recommendations of the DRP Working Group: • Increase consistency of the permit processes and enhance entitlement protection by processing all permit approvals and extensions in the same manner. • Streamline the permit approval process by reassigning approval authority to the lowest appropriate decision-making authority. • Increase consistency by ensuring that all permits required for a project are acted upon by a single decision-making authority.
