Re: Request for Proposals for Professional Race Management -Carlsbad Triathlon
The purpose of this memo is to provide an update on the process of a recent Request for
Proposals for professional race management for the Carlsbad Triathlon.
Background
The Carlsbad Triathlon is a city sponsored event that has been held for over 30 years. It is a
sprint distance race, consisting of a 1K open-water ocean swim, 25K bike and SK run. The
course begins at Tamarack State Beach, and follows the coastline of Carlsbad, past our scenic
beaches, lagoons and wildlife preserve. It boasts an ocean swim, a rolling bike course and a
smooth run to the finish.
Discussion
On Sept. 4, 2018, a Request for Proposals (RFP) was advertised for professional race
management for the Carlsbad Triathlon. After reviewing and rating the submittals, the selection
committee determined that Renegade Racing was best qualified for recommendation of
execution of an agreement for professional race management of the Carlsbad Triathlon.
The deadline for submissions was on Oct. 22, 2018. The City of Carlsbad Parks & Recreation
Department received the following two submittals: 1} KOZ Events; 2) Renegade Racing. The
submission scoring criteria included the following six components: 1) Qualifications, Experience
and History-20 points, 2} Scope of Services-20 points, 3} Cost of Services-25 points, 4) Quality of
Services-15 points, 5) Responsiveness to Specifications-10 points, 5) Unspecified Value -Added
Offerings-10 points. The committee's average score for Renegade Racing's submission was 95.2
out of 100, and the committee's average score for KOZ Events' submission was 42.2 out of 100.
On Nov. 13, 2018, a committee representative notified Renegade Racing that it had been
recommended for execution of an agreement for professional race management of the
Carlsbad Triathlon. On Dec. 14, the agreement with Renegade Racing was fully executed, and a
committee representative notified Koz Events it had not been advanced in the RFP process.

Both the RFP and the Professional Services Agreement were reviewed and approved by the City
Attorney's Office. Execution of the agreement is within the signature authority of department
directors, as the compensation value is below $35,000.
Next Steps
Renegade Racing will manage the Carlsbad Triathlon, per the terms of the executed agreement.
