The city's budget is the most comprehensive policy document prepared annually and involves every division, department and employee including City Management and City Council. Because the budget defines how we provide services to meet the needs of trre community, it is important to review that process on a regular basis. A budgeting process that engages the public allows for meaningful civic participation and promotes transparent and responsive government. Meaningful civic engagement can help residents understand the hard choices that budgeting entails, and can assist City Council in better understanding the programs and services residents value most. Staff are scheduling the Community Budget Meeting in early March this year to allow for community engagement earlier in the budget process. In the past, the Community Budget Meeting has been scheduled towards the end of May leaving little time for consideration of community input. The second improvement we are incorporating is to present the city's CIP and Operating budgets together at one City Council meeting. In the past, the CIP and Operating budgets have been presented separately on different City Council meeting dates. Next Steps Staff will schedule and provide public notice for the Community Budget Meeting in early March. The CIP and operating budgets will be presented together, tentatively scheduled for the May 21 City Council Meeting, with adoption tentatively scheduled for the June 18 City Council. Meeting.
