Background On February 1, 2019, City Council members received a copy of a letter from San Diego County Board of Supervisors Fifth District Supervisor Jim Desmond. Discussion The letter, dated January 28, 2019, stated 'if the city wishes to identify a resident for p·ossible appointment to the Pft..AC, please notify our office in writing within 30 days from the date of this letter by sending a letter ... and request that the individu·a1 complete an Application for County of San Diego BoardJ Commission or Committee to confirm their interest with the same timeframe." More specifically, the letter states the following" ... that the Cities of Carlsbad, Oceanside, San Marcos and Vista, may each identify one resident from their city as a candidate for the Fifth Supervisorial District to consider for nomination to the Board of Supervisors for appointment to the PAAC. If any city fails to identify a resident as a candidate for consideration or the · c~ndidate is determined by the Fifth Supervisorial District to be unacceptable, the Fifth Supervisorial District may nominate a member of its own choice." The letter also included 6 applications from Carlsbad residents that were submitted directly to the County of San Diego as attachments. ·Next Steps City staff will post a notice on the City's website, with a link to the County's on-line application, inviting Carlsbad residents to apply to be nominated to serve on the PAAC. City staff will then work with the County to collect all submitted applications prior to February 21 at 9 a.m. Staff will prepare a staff report and resolution for City Council consideration at the February 26 City Council meeting to consider the identification of a resident to recommend to the County for City Managers Office, City Hall 1200 Carlsbad Village. Applicants will be invited to interview at this meeting and the selected individual's name will be submitted to the County for its consideration.
