Background Two engineered lakes are part of the original design of the Golf Course, which opened in the summer of 2007. The larger, centrally located lake, has a size of approximately 2.6 acres, and a capacity of approximately 7.6 million gallons of recycled water. This lake serves as the Golf Course's primary irrigation source. The second lake has a size of approximately .8 acre, and a capacity of approximately 1.45 million gallons of recycled water. It consists of a two-level, decorative waterfall feature, which is visible from the intersection of College Boulevard and Palomar Airport Road. Discussion In the fall of 2018, JC Resorts discovered splits in the liners of both lakes and notified staff. Experts in the engineered lake industry were brought in to review the condition of the lakes and to make recommendations for corrective action. It was determined the best means of addressing the splits was a full replacement of each of the liners. The splits in the lakes' liners have led to consistent water loss over the past several months. This loss of water has in turn driven up the associated utility costs, as more water has been added to maintain the lakes' levels. The existing liners are over 11 years old, surpassing both the 10-year warranty and the expected useful life. As such, staff worked with an engineering firm to develop the plans, specs, and contract docs needed to publicly bid the refurbishment of the Project. The engineer's estimate for the Project construction is approximately $523,525. Next Steps A construction management firm will need to be engaged to provide complete oversight of the Project -from bid inception to construction completion. The construction management costs are expected to be approximately $50,000. While an appropriation will be required for this Project, sufficient funds are available in the Golf Course Fund.
