Background APWA established this award program to promote excellence in public works projects by recognizing the partnership between the managing agency, consultant/architect/engineer team and contractor, who all work together to successfully complete public works projects. The categories for public works Projects of the Year awards are as follows: • Structures • Transportation • Environment • Utilities • Parks • Sustainable/Green • Disaster or Emergency Construction/Repair • Historical Restoration/Preservation The categories for individual awards are as follows: • Outstanding Service in a Public Agency • Outstanding Service in the Private Sector • Contractor of the Year Award • Young Leader Award • Award of Merit/Certificate of Merit • Public Works Advocate Award • Student Award • Outstanding Operations & Maintenance Personnel Award Public Works Branch Faraday Center 1635 Faraday Avenue I Carlsbad, CA 92008 I 760-602-2730 Honorable Mayor Hall and Members of the City Council May 15, 2019 Page 2 Discussion This year, we are pleased to announce that the City of Carlsbad and Carlsbad Municipal Water District will receive four project awards and one individual award: Leo Carrillo Ranch Historic Park Stables Restoration and Restroom Construction The stable restoration involved structural reinforcements, earth-tone concrete flooring and stairs, and roof retrofits/replacement. The lower level of the stable includes a covered porch, an ADA compliant ramp and screened p_icnic stalls. The mid-level was converted to a large room for meetings, special events and elementary school programs; it includes LED lighting, audio-visual equipment, and a prep counter. The upper level contains a bunkhouse and office, where furnishings and artifacts from Leo Carrillo's stays at the Ranch can be displayed. The shell of a former chicken coop was re-constructed, incorporating wood clad siding, chicken wire venting, and an eye-brow roof line. The interior was re-purposed to provide six gender- neutral restroom units with ADA accessibility, LED lighting, full plumbing and modern conveniences. The back of the coop contains a janitorial closet and an extended storage chase. Pine Avenue Community Center and Gardens The 18,000-square foot Pine Avenue Community Center features a gymnasium with a multi- sport court and climbing walls; a general-purpose activity room with audio-visual equipment and a prep counter; reception areas and offices; a teen center with table gaming, lounge area with video monitors, a kitchenette, an expansive balcony, a computer room and a homework room. The LEED Silver equivalent designed community center features solar photovoltaic panels, LED lighting, water efficient toilets, porous pavement and storm water filtration systems, and a dual-port electronic vehicle charging station. The Pine Avenue Gardens, located on a 1.5-acre parcel catty-corner to the community center, features an ornamental garden with a community plaza, shade structure, drought tolerant plants, bioswales, picnic areas and artwork. The adjoining community garden features 40 raised planters, and a gathering area for education sessions and gardening demonstrations. Drainage Master Plan BCA This project improved storm water drainage by upsizing and consolidating existing drainage systems and adding new pipeline on portions of Tamarack Avenue, Park Drive and Monroe Street. Additional drainage infrastructure was constructed to improve storm water flow and safety conditions for vehicle, bicycle and pedestrian traffic during heavy rain events. The project area was adjacent to five schools, making scheduling and communication with multiple stakeholder groups, residents and commuters challenging. Advanced Metering Infrastructure Carlsbad Municipal Water District (District) successfully deployed advanced metering infrastructure in 100 percent of the District's service are~, one of the first to accomplish this Honorable Mayor Hall and Members of the City Council May 15, 2019 Page 3 feat in the San Diego region! More than 30,000 meters are monitored in real-time, resulting in savings for ratepayers, more efficient system maintenance, reduced water loss and improved conservation of one of our state's most precious natural resources. It also means less trips for meter readers, translating into reduced greenhouse gas emissions. Using advanced network technology, the District can identify and immediately troubleshoot unusually high-water use by customers. Staff proactively contacts these customers, and in the last six months have helped them reduce their use by 37%, saving these customers approximately $200,000. Outstanding Service Public Agency -Doug Bilse This award is given to a public agency individual who inspires excellence and dedication in public service through outstanding career service achievements. The focus of the award is on career service to the public works profession rather than on any event or project. Senior Engineer, Doug Bilse, was nominated by an external agency with whom he has worked. Doug is a licensed Traffic Engineer in California and his distinguished 26-year career included positions in traffic engineering, transportation planning, and intelligent transportation systems in multiple agencies across the state. His work reflects the highest standard and several of his projects have been awarded for excellence. Doug is committed to supporting his peers in their career development. Doug's career exemplifies a commitment to public service and teamwork. He is typically the last person to leave a meeting to ensure each stakeholder has had a chance to be understood. At public meetings, he represents community members that did not attend to ensure that his project will reflect community values and concerns. He currently manages the intelligent transportation system and traffic signals communication network. Due to Doug's oversight and leadership, the City of Carlsbad is considered an industry leader in the transportation field.
