Amending the Duties of the Traffic Safety Commission {city of Carlsbad Memo ID# 2019044 This memorandum provides an update on amending the duties of the Traffic Safety Commission (TSC) to include advising the City Council on matters related to implementation of the General Plan Mobility Element as stated in the 2018 City Council goal, which was affirmed on April 17, 2018. Background The TSC, which is defined in Chapter 2.28 of the Carlsbad Municipal Code (Code), is an advisory Commission to the City Council. As a result of the most recent City Council goal process, the City Council affirmed the following goal on April 17, 2018. "By April 2019, amend the duties of the Traffic Safety Commission to include advising the City Council on matters related to implementation of the General Plan Mobility Element." On July 24, 2018, the City Council adopted an ordinance repealing various sections of the Code and adding Chapter 2.15, Boards and Commissions. Section 2.15.020 of Chapter 2.15 states that: "Each board or commission shall provide to the City Council for its approval an annual work plan of activities to be undertaken and a subsequent report of its accomplishments." On Oct. 16, 2018, the City Council adopted an ordinance amending Section 2.15.050 of the Code to add two members to the TSC, which brings the membership to seven. On Feb. 12, 2019, the City Council appointed two new members, and on March 4, 2019, the two new members attended their first TSC meeting. Discussion In response to this goal, staff continue to work with the recently expanded TSC to prepare a draft workplan, which amends the duties to include advising the City Council on matters related to implementation of the General Plan Mobility Element. At the March and April 2019 TSC meetings, staff and TSC Commissioners discussed the workplan. At the May 6, 2019 TSC Public Works Branch Faraday Center 1635 Faraday Avenue I Carlsbad, CA 92008 I 760-602-2730 Honorable Mayor Hall and Members of the City Council May 16, 2019 Page 2 meeting staff provided a presentation updating the TSC on the development of the workplan. The presentation included an overview of the TSC activities over the last five years, to establish the current set of activities, and an overview of the Mobility Element to provide a roadmap for the development of the future workplan in coordination with the City Council Goal. The presentation also described the next steps in the development and approval process which will include coordination with other city departments and the TSC prior to taking the workplan and subsequently the Code update to the City Council for review and approval.
