Barberio, Deputy City Manager Elaine Lukey, Chief Operatio~s Officer City Trails -Americans with Disabilities Act (ADA) Accessibility {cityof Carlsbad Memo ID# 201904 7 This memorandum provides a review of public trails within the citywide trails system, with respect to ADA accessibility requirements. Background On May 6, 2019, the City Manager asked to have the following information shared with the City Council. Specifically, which of the citywide trails are ADA Accessible. Discussion Currently, there are approximately 67 miles of public trails within the citywide trails system, of which approximately 12 miles are generally considered ADA accessible. All citywide trails are intended to be multi-modal. The city does not allow equestrian use on its trails, except for two segments of trails connecting patrons to the City of Encinitas Trails System, on the south-east end of the city. In addition, the city does not allow motorized vehicles on its trails, except vehicles permitted by the city manager or designee, and vehicles used in performing government or utility duties. The following segments of trails within the citywide trails system are generally considered ADA accessible. They are typically composed of hard surfaces, such as concrete, asphalt, or stabilized decomposed granite (DG). However, certain types of activities in unimproved areas are not expected to be fully accessible, if meeting the minimum requirements would be damaging to the natural, historical or cultural environment. In these instances, accessibility is provided to the greatest extent practical. Trails located in habitat preserves, rugged terrain, or those adopted through easements over existing utility roadbeds, are often sited in areas where slopes are greater than that allowable under ADA standards. To meet that standard, major grading and switchbacks would be needed, making a trail intrusive to the habitat, landforms, and/or cultural resources. Additionally, the surface of this type of trail often does not support assisted-walking devices or wheelchairs.
