This memorandum provides information about the city's Pavement Management Program.
Background
During City Council briefings on April 22, 2019, a Council Member requested maps showing past
pavement resurfacing projects.
Discussion
The Public Works Branch started systematically collecting pavement data as part of a pavement
management program around 1998. In the years since, many of the pavement software
programs and methodologies have changed in the industry; however, Public Works has
continued to record and maintain its pavement data. As a result, staff has been able to identify
and map the city's pavement overlay and slurry seal projects dating back to fiscal year 1998-99.
Because of the large amount of data being presented, two maps are being provided: (1) one
showing completed pavement overlay projects from 1998 to 2018, and (2) one showing
completed slurry seal projects for the same time. However, there is one exception being shown
on the pavement overlay map. Since City Council has approved bidding of the next pavement
overlay project on La Costa Avenue (a previous contract was terminated and re-advertised), this
project is being shown as 2019-20 on the overlay map.
Next Steps
Public Works staff will continue to maintain the city's road network by administering the
Pavement Management Program.
