Local Coastal Program Update and Community Gardens Ordinance
The purpose of this memo is to provide a status on the· Local Coastal Program Update and
Community Gardens Ordinance.
Background
The City Council recently requested an update on the timeframe for returning the Local Coastal
Program (LCP) and Zoning Code Update, and more specifically, the Community Gardens
Ordinance to the City Council for consideration.
Discussion
The LCP is made up of a Land Use Plan and an Implementation Plan. Staff will first release the
LCP Land Use Plan (LUP), which is anticipated to go out for public review this summer, 2019.
Community & Economic Development Department staff has been working with the city's
Communications Department to develop the outreach plan for the public review of the updated
LUP. It is currently anticipated that the public review will occur through late summer and early
fall of 2019, with adoption hearings occurring towards the end of the calendar year.
This outreach effort will be followed closely with public review of the Zoning Code/LCP
Implementation Plan release in early 2020, pending successful progress on the outreach for the
LUP. Adoption hearings for the Zoning Code and LCP Implementation Plan will be held in mid to
late 2020. Specific dates for the hearings have not yet been identified.
Next Steps
The City Council will be updated as soon as a specific schedule is developed for the outreach
and adoption process. Preparation of these updates is nearing completion and the public
review will soon be initiated. The process for adoption of these updated plans and the Zoning
Code will begin within the next 4-6 months.
In a related matter, the City Council recently received inquiries as to when the Community
Gardens Ordinance will be completed and submitted for adoption by the City Council. It is
anticipated at this time that the ordinance will be part of the Zoning Code update, as well as be

included in the LCP LUP. Timing of its adoption will be the same as the LCP and Zoning Code
updates noted above.
