Background On May 1, 2019, Gary Barberio, Deputy City Manager, and Debbie Fountain, Community & Economic Development Director, met with NCTD staff, Tracey Foster, Chief Development Officer, to receive an update on the proposed (future) plans for an administrative office building at the Carlsbad Village Commuter Rail (Coaster Station). Discussion The purpose of the meeting was to receive information on NCTD's future plans to develop a building for administrative staff on property owned by NCTD within the Village of Carlsbad at the Coaster Station at State Street and Grand Avenue. At their leadership retreat in February 2019, NCTD staff shared with the NCTD Board that future plans for real estate development do include an effort to replace the general administrative offices (GAO) for NCTD, currently located at 810 Mission Avenue in Oceanside, with a newly constructed office building on the northern portion of the NCTD property at the Carlsbad Village Coaster Station. NCTD staff indicated that the administr.ative offices located in Oceanside cannot be renovated to meet their needs as it is too costly. It is currently anticipated that the GAO property in Oceanside will be sold at some future date. While NCTD does have long range plans to relocate their administrative offices from Oceanside to Carlsbad and construct a new building (approximately 45,000 sf) on NCTD's property (approximately 9 acres) at the Coaster Station, there is currently no budget for construction of the new administration building and no schedule for this proposed development. NCTD has completed some preliminary space studies, however, there is currently no design for the proposed GAO building at the Coaster Station and no anticipated date to initiate design or Community Services Branch Community & Economic Development Department 1635 Faraday Ave. I Carlsbad, CA 92008 I Honorable Mayor Hall and Members of the City Council June 6, 2019 Page 2 further detail on the proposed development. Based on city staff's understanding, the proposal would be to construct a GAO building on the most northern portion of the NCTD property (currently vacant) with parking shared with the existing Carlsbad Village Coaster Station patrons. The building would ultimately be constructed to accommodate approximately 100-125 NCTD employees, with approximately 160 parking spaces. The current land use plan for the NCTD property in the Carlsbad Village allows for transportation related facilities, including administrative offices. Next Steps NCTD staff indicated that they would work with city staff and elected officials on the design of the building and other related public improvements at the Carlsbad Village Coaster Station. Due to its location, there is no plan at this time for NCTD to'build any other development to accommodate retail, housing or other land uses, except for the administrative offices for NCTD. There is also no current plan to build a public parking structure or provide for any additional expansion of the parking facilities at the Carlsbad Village Coaster Station.
