Re: Sober Living Advisory Committee Up
The purpose of this memo is to provide an update on the Sober Living Advisory Committee
formation.
Background
At the Feb. 19, 2019, City Council Meeting, the City Council received an informational report on
sober living homes and applicable regulations to the operation of these homes within Carlsbad.
There were several speakers on the subject of sober living homes and the City Council heard
from several residents who commented on the impact these homes have on the neighborhoods
and community.
Discussion
Council Member Cori Schumacher asked for the City Council to appoint an Ad Hoc Citizen
Advisory Committee to work with the city on lessening the impact sober living homes have on
Cc~rlsbad neighborhoods and communities. Staff shared that if the City Council wished to do so,
it was recommended that the City Council provide specific instructions on the work program for
this committee. Staff shared that the topic is a legally challenging issue, as it requires significant
expertise in state and federal laws related to fair housing and anti-discrimination.
The City Council approved a minute motion to create an Ad Hoc Committee with limited
duration composed of Council Members and residents and directed staff to bring back a work
plan for this committee to the City Council for consideration.
Next Steps
Staff has scheduled this matter to return to the City Council in late July 2019.
