Background The Village & Barrio Master Plan was approved by the City Council on July 10, 2018. In order for it to apply, California Coastal Commission (Coastal Commission) certification is needed. On Thursday, June 13, 2019, the Coastal Commission will consider the Village and Barrio Master Plan at a Public Hearing to be held in San Diego. Attached are the Public Hearing notice and Staff Report. The Coastal Commission report and meeting agenda are available online at https://www.coastal.ca.gov/meetings/agenda/#/2019/6 by clicking the agenda's "Thursday" tab and scrolling to item 19a. Discussion The Coastal Commission's certification or approval of the Village & Barrio Master Plan is contingent upon approval of 23 suggested modifications recommended by commission staff. The Staff Report lists and describes the modifications beginning on page #8. Developed in consultation with the city, Coastal Commission staff believes these modifications ensure Master Plan compliance with the Coastal Act. Broadly, Coastal Commission staff has proposed the modifications to ensure adequate public access, including parking, to prioritize visitor-serving uses through revisions to the plan's permitted uses, for example, and to protect natural resources, such as habitat along Buena Vista Lagoon. Next Steps If the Coastal Commission certifies the Village & Barrio Master Plan with their suggested modifications on June 13, 2019, the City Council will then need to accept the Coastal Commission modifications at a future City Council meeting. If this occurs, a final step will require the Coastal Commission to certify the city's acceptance at a subsequent Coastal Commission Meeting. With this certification, the Village & Barrio Master Plan will apply in the Coastal Zone portions of the Village and Barrio, likely by late 2019.
