Re: PUBLIC INPUT FOR 2019 CITY COUNCIL GOAL SETTING
As part of its leadership role, the City Council establishes goals and priorities that provide policy
direction toward achieving the Carlsbad Community Vision. At the Jan. 29, 2019, City Council meeting,
city staff presented a proposed new approach to the City Council goal setting process to better align
with other city planning and decision-making. The main changes included:
Move the timing of City Council goal setting from February to the fall. This timing will allow staff
to prepare more detailed work plans and resourcing strategies in advance of the city's annual
budget process.
Reduce the frequency of City Council goal setting to every other year. This change acknowledges
the longer-term nature of City Council goals and allows newly elected City Council members to
have an opportunity to participate in goal setting within their first year of taking office.
Utilize new approaches to gathering qualitative and quantitative community input that can help
inform City Council goal setting.
In anticipation of the first goal setting meeting under this new approach, tentatively planned for
September 2019, city staff has developed a public engagement and input program to be carried out
during the summer.
Public Engagement Goals
The goals of the summer 2019 public engagement and input process include:
Hear from community members, in their own words, about what the nine core values that make
up the Carlsbad Community Vision mean to them today.
Get a sense of the relative importance of the nine values to each other.
Give community members an opportunity to share ideas about what they would like to see
implemented in the coming years to support the nine core values.
Community Vision
From 2008 to 2010, community members participated in Envision Carlsbad, a public engagement
process to identify the community's hopes and aspirations for the future of their city. Envision Carlsbad
included workshops, public meetings, surveys, a citizens committee and other public engagement
efforts involving thousands of community members from throughout Carlsbad. The resulting Carlsbad
Community Vision is a set of nine core values that help guide city decision making.
Small town feel, beach community character and connectedness
• Enhance Carlsbad's defining attributes -its small town feel and beach community character.
Build on the city's culture of civic engagement, volunteerism and philanthropy.

Open space and the natural environment
• Prioritize protection and enhancement of open space and the natural environment. Support and
protect Carlsbad's unique open space and agricultural heritage.
Access to recreation & active, healthy lifestyles
• Promote active lifestyles and community health by furthering access to trails, parks, beaches
and other recreation opportunities.
The local economy, business diversity & tourism
• Strengthen the city's strong and diverse economy and its position as an employment hub in
north San Diego County. Promote business diversity, increased specialty retail and dining
opportunities, and Carlsbad's tourism.
Walking, biking, public transportation & connectivity
• Increase travel options through enhanced walking, bicycling and public transportation systems.
Enhance mobility through increased connectivity and intelligent transportation management.
Sustainability
• Build on the city's sustainability initiatives to emerge as a leader in green development and
sustainability. Pursue public/private partnerships, particularly on sustainable water, energy,
recycling and foods.
History, the arts & cultural resources
• Emphasize the arts by promoting a multitude of events and productions year-round, cutting-
edge venues to host world class performances, and celebrate Carlsbad's cultural heritage in
dedicated facilities and programs.
High quality education & community services
• Support quality, comprehensive education and life-long learning opportunities, provide housing
and community services for a changing population, and maintain a high standard for citywide
public safety.
Neighborhood revitalization, community design & livability
• Revitalize neighborhoods and enhance citywide community design and livability. Promote a
greater mix of uses citywide, more activities along the coastline and link density to public
transportation. Revitalize the downtown Village as a community focal point and a unique and
memorable center for visitors, and rejuvenate the historic Barrio neighborhood.
Nearly 10 years have passed since the creation of this vision. Since that time, city staff has sought
feedback on how well it is achieving the core values, primarily through the annual resident satisfaction
survey:

Qualitative Input
Although it's important to know how residents feel the city is doing in each of the nirie value areas, it is
also important to get descriptive or "qualitative" input from the community. During the summer 2019
public engagement and input process, staff will seek to better understand what the nine values mean to
community members today. This will be done through the following activities:
Community workshops
"Pop up" events at community events and gathering spaces
An online survey
Quantitative Input
Staff will use the feedback gathered through this qualitative input to design and implement a statistically
valid telephone and online survey. The results of this survey will provide data that can be generalized to
the entire adult resident population within an approximately 3% margin of error. As in previous years,
this survey will also measure resident satisfaction with core city services.
This combination of qualitative and quantitative input will be summarized and delivered to the City
Council in advance of the fall 2019 goal setting meeting, providing an up to date read on community
values and priorities.
Next Steps
1. Staff will announce this initiative in the coming weeks, including workshop dates and times, pop
up locations and the online survey.
2. City Council will have an opportunity to identify topics of interest for the resident survey at the
July 9 City Council leadership discussion and preparation for goal setting.
3. Staff will issue a request for proposals from qualified professional research companies to design
and implement the quantitative resident satisfaction survey.
4. The current timeframe for survey data collection is August 2019.
5. The input gathered from the qualitative and quantitative public engagement efforts will be
provided to the City Council in advance of its fall goal setting meeting.
City staff look forward to hearing your input at the July 9 special meeting. In the meantime, I would be
