Re: Private Development Update -Village & Barrio
This memorandum provides an update to the memorandum the Mayor and City Council
received on June 18, 2019, regarding the status of private development in the Village & Barrio
Master Plan area.
Background
Related to the development activity noted in the June 18, 2019, memorandum, additional
information was requested on parking counts, specifically parking in-lieu fee participation, and
traffic analysis for past developments in the Village & Barrio Master Plan area and those
currently in process.
Discussion
Information on the parking studies and the Parking Management Program for the Village &
Barrio Master Plan area are available on the city's website at:

Copies of the two most recent parking count reports for the Village & Barrio Master Plan are
attached by reference for review, as requested; these reports are dated May, 2018, and
January, 2019. Of the 261 developments approved over the past 5 years, and the 108 currently
under review, only two developments were approved to pay the parking in-lieu fee to satisfy
their parking requirements under the standards set forth within the Village & Barrio Master
Plan. The Parking-in-Lieu fee option is only available to nonresidential uses, and only for those
developments outside of the Coastal Zone. Parking is not a growth management standard; it is
a development standard set forth within the Village & Barrio Master Plan as approved by the
City Council. Of the approved development projects approved in the past 5 years, RP 15-16 (4
Plus 1 Luxury Living) and CT 2017-0004 (Six on Madison) were approved to pay the in-lieu
parking fee (four spaces each) for the nonresidential portion of those mixed-use projects.
The Traffic Impact Analysis {TIA) Guidelines are attached for review and available on the city

Typically, small developments like those within the Village & Barrio neighborhoods do not
trigger a requirement for a traffic study but would be required to pay traffic impact fees as a
standard condition of development. From a required traffic analysis or study standpoint, there
were two previously approved developments that were required to have an analysis completed
for traffic study purposes. These two projects were the Carlsbad Village Lofts Mixed Use
development (Carlsbad Village Drive) and Pacific Wind Affordable Apartments (Carol Place &
Harding Street in the Barrio). The traffic analysis documents for these developments are
attached by reference for review.
Next Steps
The above summaries are provided for information purposes at this time to understand the
parking in-lieu program impacts and the traffic analysis completed for applicable development
projects.
