Traffic Calming Efforts for Harbor Drive
This memorandum provides a status on traffic calming efforts for Harbor Drive.

Since 2017, an ongoing dialogue has taken place regarding traffic calming improvements that
were implemented on Harbor Drive. This dialogue has consisted of City Council inquiries, emails,
telephone conversations and in-person meetings with residents of Harbor Drive and various city
staff members, including interactions with the city manager, chief operations officer, deputy city
manager of the Public Works Branch, city traffic engineer, transportation director and other
personnel in the Transportation and Police Departments. Most recently, project updates were
mailed to neighborhood residents on April 16 and July 24, 2019. Another project update will be
mailed to residents on Sept. 26, 2019.
Discussion
Harbor Drive was evaluated in accordance with the Carlsbad Residential Traffic Management
Program (CRTMP). On Sept. 21, 2017, staff conducted a neighborhood meeting at the Senior
Center to develop a traffic calming plan for Harbor Drive. A plan comprised of two speed
cushions was selected as the preferred concept by a majority of meeting attendees.
On Dec. 4, 2017, staff presented results of the traffic calming process on Harbor Drive to the
Traffic Safety Commission (Attachment A). After hearing staff's presentation and public
comments, the Traffic Safety Commission voted unanimously in support of the Harbor Drive
traffic calming plan as presented. Prior to completing the final construction plans, prototype
·speed cushions were constructed and then tested and approved by emergency services staff. On
July 10, 2018, the City Council approved the construction plans for the proposed speed cushions
(Attachment B). A construction contract was executed on Aug. 14, 2018, and the speed cushions
were put into service in September 2018.
Since then, staff has been monitoring the effectiveness of the speed cushions. Speed
measurements were taken on three separate dates, including Nov. 6, 2018, and the busier
Fourth of July and Labor Day holiday weekends, to measure and compare critical speeds. The

critical speed is the speed at which 85% of the drivers are driving at or below. The criteria
threshold for excessive speed in the Carlsbad Residential Traffic Management Program is 32
miles per hour (mph) and the posted speed limit on Harbor Drive is 25 mph. The dates and
results of the speed measurements are summarized below:
• Nov. 6, 2018 -21 mph
• · July 4, 2019 -22 mph
• Sept. 2, 2019 -23 mph
Since the measures that have been implemented on Harbor Drive have been effective, no
additional improvements are recommended.
Next Steps
A letter dated Sept. 26, 2019, (Attachment C) will be mailed to residents on Harbor Drive to
update them on the results of the most recent speed measurements.

Recommend City Council approval of the Harbor Drive Traffic
Management Plan

DATA:
In response to resident concerns about vehicle speeding on Harbor Drive, staff has been
working in collaboration with the residents to develop a traffic m,inagement plan that
would address their concerns. On April 10, 2017, the Traffic Safety Commission
supported staffs recommendation to develop a traffic management plan to reduce
vehicle speeds. Staff invited residents to a neighborhood meeting on September 21,
2017 to discuss traffic management strategies and to develop a traffic management
plan for Harbor Drive. At the meeting, a plan comprised of two speed cushions on
Harbor Drive was proposed to the general approval of the meeting attendees. After the
neighborhood meeting, surveys were sent to the residents on Harbor Drive to
determine if a majority of the residents supported the traffic management plan. Based
on the results of the resident survey, staff is recommending that the Harbor Drive traffic
management plan be approved by City Council.
· Harbor Drive is a cul-de-sac street with access from Chinquapin Avenue on its northerly
terminus. A pedestrian path to Agua Hedionda Lagoon is located at the south end.
Traffic data collected on September 2016 estimates that the average daily traffic using
Harbor Drive ranges from 191 to 298 vehicles. This traffic consists of visitors to Agua
Hedionda Lagoon, residents who live in the 18 homes fronting Harbor Drive, as well as
residents, visitors and deliveries to the apartment complex which fronts the lagoon. The
street is 36 feet wide with curb and gutter and no side sidewalks on both sides. On-
street parking is permitted on both sides of the street. Harbor Drive is approximately
645 feet from Chinquapin Avenue to the center of the cul-de-sac end.
Speed measurements were performed on Harbor Drive on several different occasions.
Portable speed feedback signs were deployed in early July 2017 and indiqited a critical
(or 85th percentile) speed of 17 mph in the northbound direction and 21 mph in the
southbound direction. Speed data was also collected in September using hose counting
equipment, indicating critical speeds of 23 mph in the northbound direction and 24 mph
in the southbound direction. The posted speed limit on Harbor Drive is 25 mph.
A query of our collision data base indicates that there have been no reported collisions
on Harbor Drive from 1/1/2008 to 8/4/2017. Please note that only reported collisions

are contained in the database and does not include minor' collisions and incidents that are not reported to the police department.
The staff report presented at the April 10 TSC · meeting recommended that a neighborhood meeting be held and the Traffic Safety Commission voted to support a
project for traffic management features to be implemented on Harbor Drive. A neighborhood meeting was held at the Carlsbad Senior Center on September 21, 2017. Invitations to all of the eighteen single family home residents and owners were mailed
and eighteen residents attended the meeting. Staff heard resident concerns and presented the strategies and tools that the Carlsbad Residential Traffic Management Program utilizes to address speeding on residential streets. By the conclusion of the
meeting, a draft concept plan comprised of two speed cushions was developed and supported by the majority of the meeting attendees.
Per the requirements found in the Carlsbad Residential Traffic Management Program, implementation of the proposed plan requires that a majority of the residents on the
street express positive support the plan as determined by responses to a mailed
resident survey. The survey is considered valid if 50% or more of the residents and nonresident owners return the completed survey. Positive support for the plan is indicated
by 67% or more of the returned surveys in support of the proposed plan. Nineteen
surveys were mailed out to residents and non-resident owners on Harbor Drive. Sixteen surveys were returned, which represents an 84% return rate. Of those sixteen returned
surveys, twelve (75%) were in support of the proposed plan. Both Carlsbad Residential
Traffic Management Program requirements related to the survey were met.
RECOMMENDATION:
Based on the findings contained in this report, and the requirements of the Carlsbad
Residential Traffic Management Program, staff recommends City Council approval of the Harbor Drive traffic management plan.

Project, Project No. 6070, per the Carlsbad Residential Traffic Management Program.
Executive Summary
Carlsbad uses the Residential Traffic Management Program (CRTMP) to address speeding on
residential streets. City Council adopted the CRTMP in 2001 by adopting Resolution No. 2001-
139, and amended it in 2011 by adopting Resolution No. 2011-115. Daisy Avenue and Harbor
Drive have completed the collaboration process outlined in the CRTMP and have met the
criteria for neighborhood support for their respective traffic calming plans. In accordance with
the CRTM P project approval process, staff is requesting that the City Council approve the Daisy
Avenue and Harbor Drive Traffic Calming Project, Project No. 6070 (Project). Page nine of the
CRTMP states that, "a duly noticed public meeting will be held by the City Council to receive the
recommendations ofthe Traffic Safety Commission for Phase II implementation."
Discussion
The CRTMP was designed to address vehicle speeding on residential streets, and outlines a
collaborative process between city staff and neighborhood residents to develop solutions that
address resident concerns. The collaboration includes neighborhood meetings to hear resident
concerns and to help formulate specific traffic calming plans tailored for each neighborhood. It
also includes a mail survey to measure neighborhood support. Per the requirements found in
the CRTMP, implementation of a proposed traffic calming plan requires that a majority ofthe
neighborhood express positive support. The survey is considered valid if 50 percent or more of
the mailed surveys are returned. Positive support is indicated by 67 percent or more of the
returned surveys in favor of the proposed plan.
Daisy Avenue Public Input Process
On April 20, 2017, staff conducted a neighborhood meeting at Alga Norte Park to hear resident
concerns, discuss traffic calming strategies and to develop a traffic calming plan for Daisy
Avenue. A plan comprised of two speed cushions was selected as the preferred concept by a
majority of meeting attendees. After the neighborhood meeting, and in accordance with the
CRTMP, surveys were sent by mail to residents and property owners on Daisy Avenue to gauge
neighborhood s1,1pport for the preferred concept plan. A total of 90 surveys (75 residents and

16 non-resident owners) were mailed out for the Daisy Avenue t raffic calming plan. 62 signed
surveys were returned to staff, which represents a 69 percent return rate. Of the 62 returned
surveys, 44 were in support of the proposed plan, which represents a support rate of 71
percent. Based on these results the survey is considered valid and the proposed plan has
sufficient support from the community.
On Feb. 5, 2018, staff presented results of the traffic calming process on Daisy Avenue to t he
Traffic Safety Commission. After hearing staff's presentation and public comments, the Traffic
Safety Commission voted unanimously in support of the Daisy Avenue traffic calming plan as
presented.
Harbor Drive Public Input Process

the preferred concept by a majority of meeting attendees. After the neighborhood meeting,
and in accordance with the CRTMP, surveys were sent by mail to residents and property owners
on Harbor Drive to gauge neighborhood support for the preferred concept plan. A total of 19
surveys {18 residents and 1 non-resident owner) were mailed out for the Harbor Drive traffic
calming plan. 16 signed surveys were returned to staff, which represents an 84 percent return
rate. Of the 16 returned surveys, 12 were in support of the proposed plan, which represents a
support rate of 75 percent. Based on these results the survey is considered valid and the
proposed plan has sufficient support from the community.
On Dec. 4, 2017, staff presented results of the traffic calming process on Harbor Drive to the
Traffic Safety Commission. After hearing staff's presentation and public comments, the Traffic
Safety Commission voted unanimously in support of the Harbor Drive traffic calming plan as
presented.
Based on the results of the support surveys for the traffic calming plans on Daisy Avenue and
Harbor Drive and the requirements found in the CRTMP, staff recommends City Council
approval of the Project.
Prior to completing the preparation of the construction plans, prototype speed cushions were
constructed and then tested and approved by emergency services staff. The Project
construction plans for Daisy Avenue and Harbor Drive have been completed and are on file at
the Public Works Department. The two projects will be bid together. The estimated cost to
construct these improvements is less than $175,000 and therefore the construction contract
will be executed by the City Manager or designee.
Fiscal Analysis
There are sufficient Gas Tax funds of $650,000 currently appropriated in the Residential Traffic
Improvement Program, Project No. 6070, to complete the Project. The available funds and
estimated construction costs for the Project are shown in the table below:

Next Steps
Once contract documents are fully executed and a purchase order is issued, staff will schedule a
pre-construction meeting with the contractor and will issue a notice to proceed with the
construction of the Project. The Project is tentatively scheduled to start construction this
summer and the contract provides one month to construct the Project improvements.
Environmental Evaluation (CEQA)
The Project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(c) -minor alteration of existing facilities including streets, sidewalks,
gutters, and similar facilities involving negligible or no expansion.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date. Prior to the start of
construction, the public will be notified using media methods such as sign age, email, website
and other city communication channels.

WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary,
desirable, and in the public interest to construct the Daisy Avenue and Harbor Drive Traffic Calming
Project, Project No. 6070 (Project); and
WHEREAS, on May 8, 2001, the City Council adopted Resolution No. 2001-139 approving the
(:arlsbad Residential Traffic Management Program (CRTMP) to provide the policies and guidelines for
traffic management on residential public streets; and
WHEREAS, on May 24, 2011, the City Council adopted Resolution No. 2011-115 amending the
CRTMP; and
WHEREAS, the CRTMP requires City Council to hold a "duly noticed publ-ic meeting ... to receive

New speed measurements were conducted on Harbor Drive during the Labor Day weekend of September 2 as
indicated above. The critical or 85th percentile speed was measured to be 23 miles per hour. This is not significantly
different than the July 4, 2019 finding of 22 mph. The critical speed is the speed at which 85 percent of the driver
are driving at or below. The criteria threshold for excessive speed in the Carlsbad Residential Traffic Management
Program is 32 mph. As our studies indicate, the Phase II measures that have been implemented on Harbor Drive
have been effective, therefore no additional improvements are recommended at this time.
