This memorandum provides a status update on the Local Coastal Program (LCP) Land Use Plan
project.
Background
The Local Coastal Program Land Use Plan update establishes land use policies that are
applicable to all land in the Coastal Zone of the City of Carlsbad (see Attachment A -Map of
the Carlsbad Coastal Zone). The City of Carlsbad is updating the Carlsbad Local Coastal
Program Land Use Plan to make it consistent with the California Coastal Act and recent
guidance from the California Coastal Commission, as well as the Carlsbad Community Vision
and General Plan. The California Coastal Act requires that a local coastal program address the
planning and management of public access to the coast, the provision of coastal recreation,
protection of the marine environment, and protection of land resources in the coastal zone.
The Carlsbad Local Coastal Program Land Use Plan (Plan) was originally adopted in the 1980s.
Since that time the Plan has been amended ·periodically to address specific topics. However,
the Plan has not been comprehensively updated since the 1980s. This comprehensive update
ensures the city's development policies are reflective of and consistent with current
conditions (e.g., environment, existing development, population, and state and federal laws).
Discussion
The City of Carlsbad has released an updated Plan for how land can be used in its coastal zone,
one of the final steps in the process of updating city land use policies to adapt to evolving
community needs, state laws and other changes affecting Carlsbad's future. The Plan ensures
that development within the city's coastal zone protects and enhances coastal resources and
is consistent with the California Coastal Act. The objectives of the Plan include:
• Ensure the Plan is consistent with the California Coastal Act, the Carlsbad Community
Vision and the city's General Plan.
• Update and add new policies consistent with the California Coastal Commission Local
Coastal Program Update Guide (Part 1). Updated and new policies address land use,
visitor-serving uses, recreation, public access to the coast, agriculture, cultural and

scenic resources, environmentally sensitive habitat, water quality, and coastal hazards
-sea level rise, flood, geologic, and fire.
• Format the Plan document to ensure it is user-friendly and easy to administer.
• Develop new detailed, parcel-level maps that clearly delineate the boundaries of the
Coastal Zone, Coastal Commission's permit jurisdiction and Coastal Commission's
appeal area.
The Draft Plan is now available for public review and comment on the city's website at
www.carlsbadca.gov/coastalupdate.
A mailer has been printed and sent out to all property owners within the Carlsbad coastal
zone {12,848 parcels) informing residents of the release of the draft Plan and the upcoming
Informational Meeting. In addition, 1,235 emails with the mailer attached have been sent out
to interested parties listed on our stakeholder notification email list. A community-wide
Informational Meeting has been scheduled for Oct. 29, 2019, from 6-8 p.m. at the City of
Carlsbad Faraday Center to discuss the Plan update and gather feedback (see Attachment B -
Coastal Program Update Mailer). City of Carlsbad staff will provide an overview and accept
public comments on the updated Plan for how land can be used in the coastal zone.
Next Steps
Within the next two weeks, Planning Division staff are working to complete the following
items related to the public review process for the Draft Plan:
• Print hard copies of the Draft Plan for distribution
• Offer presentations to local and regional stakeholder groups
• Submit a Local Coastal Program Amendment 6-week public notice
• Submit a notice to the Airport Land Use Commission
• Submit a notice to Native American tribes, as identified by the Native American Heritage
Commission
Planning Commission and City Council Public Hearings on the Draft Plan are anticipated to .be
scheduled in early 2020. All comments received will be included in the Staff Reports to the
Planning Commission and City Council for consideration.

HOW DOES THIS RELATE
TO THE GENERAL PLAN?
In 2015, the Carlsbad City Council approved
an updated General Plan, Carlsbad's
blueprint for how to use and manage
the city's physical, social and economic
resources. The General Plan represents
the community's vision for the future and
expresses the land use and development
goals and policies needed to achieve that
vision. The Local Coastal Program Update
makes the policies in Carlsbad's coastal
zone consistent with those in the new
General Plan.

WHAT'S THE CALIFORNIA COASTAL ACT?
The California Coastal Act of 1976 was approved by a voter initiative to
"ensure maximum public access to the coast and public recreation areas."
Ever since, cities along the coast have been required to prepare a Local
Coastal Program to show how they will comply with the act. In Carlsbad,
about 37% of the city is in the coastal zone.

The California Coastal Act requires that a Local Coastal Program cover
these topics:
PUBLIC ACCESS: Protection of public access
to the sea, coastal beaches and recreational
opportunities
RECREATION: Protection of certain water-
oriented activities and land for recreational use
MARINE ENVIRONMENT: Protection of marine
resources, including biological productivity of
plants and animals, and water quality
LAND RESOURCES: Environmentally sensitive
habitat areas, agriculture, and archaeological or
paleontological resources
DEVELOPMENT: Location, scenic and visual
qualities, maintenance and enhancement of
public access, minimization of adverse impacts,
public facilities to meet needs of development,
and priority of coastal-dependent development
The latest update to the Local Coastal Program includes the following new sections:
• SEA LEVEL RISE: What hazards affect Carlsbad's coastline due to sea level rise and how the city will address
these hazards.
• LOWER-COST VISITOR ACCOMMODATIONS: Protection of lower-cost visitor accommodations to provide
access to the coast at a range of affordability levels.
• SCENIC COASTAL VI EWSHED PROTECTION: How the city will protect public views of the coast.

WHAT'S BEEN UPDATED?
The following sections of the Local Coastal Program have been updated to be consistent with the city's General Plan,
state law and Coastal Commission guidance.
• Land use
• Recreation
• Public access to the coast
• Protection of sensitive environmental resources
• Agriculture
• Cultural resources
• Coastal hazards (flooding, geologic and fire)
ADAPTING TO SEA LEVEL RISE
One of the new topics addressed in the
Local Coastal Program Update is sea level
rise. The City of Carlsbad Sea Level Rise
Vulnerability Assessment identifies areas
along the coast and around lagoons that
are most susceptible to impacts from sea
level rise. The report also describes possible
"adaptation strategies," which are ways to
help prepare for future coastal flooding and
erosion, such as:
SOFT SHORELINE PROTECTION, such
as beach nourishment that adds sand
to Carlsbad beaches.
• HARD SHORELINE PROTECTION -in
limited circumstances walls or rocks
may be used to protect resources and
development.
REQUIRE FUTURE DEVELOPMENT be
located out of hazardous areas.
• REQUIRE EXISTING DEVELOPMENT
and infrastructure to be relocated or
removed when hazards negatively
impact public health and safety.
NEXT
STEPS
Public hearings with the Planning Commission and City Council will be scheduled
in early 2020. If approved by the City Council, staff will present the final draft Local
Coastal Program and associated documents to the California Coastal Commission
for final approval.
