Background The Carlsbad Village Double Track -Railroad Trench Alternative Economic Analysis and Feasibility Study was completed in 2017. On Sept. 10, 2019, the City Council received a presentation from the San Diego Association of Governments (SAN DAG) regarding the short trench and long trench alternatives. During this presentation, available right-of-way was mentioned as a possible project constraint. Discussion Section 6.6 of the Carlsbad Village Double Track -Railroad Trench Alternative Economic Analysis and Feasibility Study discusses right-of-way impacts for the two trench alternatives. It states: "The Long Trench Alternative would require acquisition of three single family residential properties located along the east side of the existing right-of-way south of Tamarack Avenue." A link to the complete study is available on the city website: http://www.carlsbadca .gov/residents/doubletrack.asp The three properties that would be impacted by selection of the long trench alternative are outlined in red on the map below, and include: • 405 Tamarack Avenue • 409 Tamarack Avenue • 3916 Long Place Public Works Branch Transportation Department 1635 Faraday Avenue I Carlsbad, CA 92008 I 760-602-2730 t Honorable Mayor Hall and Members of the City Council Oct. 17, 2019 Page 2 A letter (Attachment A) will be sent to the property owners to request a meeting facilitated by city staff alongside representatives from SAN DAG and North County Transit District to discuss the impacts. The meetings are anticipated to be held the week of Oct. 28, 2019, in advance of a community workshop scheduled for Nov. 20, 2019. Next Steps Community'input will be gathered about the alternatives to help determine the preferred alignment of the proposed railroad trench. Planned outreach activities include a mailed newsletter, website update, community workshop flier, social media postings, an on line survey and community presentations. A community workshop is scheduled from 6 to 8 p.m. on Nov. 20, 2019, at the Harding Community Center. A final analysis report is anticipated to be completed in spring 2020. Attachment: A.
