Background On Oct. 18, a Council Memorandum (Attachment A) was issued regarding the presence of mold · at Fire Station 2. As part of the mold remediation efforts, staff removed a portion ofthe carpet and had the adhesive material tested. Test results (Attachment B) confirmed the presence of asbestos. Fire station staff will remain temporarily relocated until asbestos abatement efforts are complete. Discussion Prior to 1980, asbestos was commonly used in manufacturing a variety of building materials, including floor adhesives. As a result, asbestos is present in many older buildings. It is generally not a concern unless disturbed, such as during construction. Samples taken on Oct. 18 confirmed the presence of asbestos on the adhesive material beneath a section of carpet in the station. An asbestos remediation company has been retained to remove the carpet and adhesive according to state health and safety code standards, and abate the asbestos-containing materials. This work is expected to take between seven and 10 days. Upon completion of the asbestos abatement, a flooring contractor will install new vinyl flooring throughout the facility. Fire personnel have already been temporarily relocated and will continue to use facilities at Fire Station 5 as needed. Fire administration staff are working closely with Carlsbad Firefighters' Association leadership to address any health concerns and minimize operational impacts associated with the temporary relocation of staff. Next Steps ·. In accordance with California Health and Safety Code Division 20, Chapter 10.4 [25915.2(a)] an employee notice (Attachment C) will be distributed on Oct. 25 to share the test results and Public Works Branch General Services Department 405 Oak Avenue I Carlsbad, CA 92008 I 760-434-2980 t Honorable Mayor Hall and Members of the City Council Oct. 25, 2019 Page 2 \ abatement plan. The notice was developed by city staff from the Fire Department, Facilities, Human Resources and Risk Management. Alliance Environmental, a firm specializing in asbestos abatement, will begin work on Oct. 29, · 2019. Upon conclusion of the asbestos removal and abatement, sampling will again be conducted to ensure the absence of mold and asbestos. The anticipated completion date for both the asbestos abatement and mold remediation efforts is Nov. 8,. 2019. Affected personnel will continue to receive timely updates on the progress of the'se efforts, and will have resources av~ilable to them for addressing their health or safety concerns, Attachments: A. SUBJECT: CARLSBAD FIRE DEPARTMENT BULLETIN 10/25/19 ALL PERSONNEL · Fire Chief Mike Calderwood A-Shift B-Shift Station 2 Mold Remediation Update C-Shift Retain Discard Attachment C As part of the recent mold remediation at Fire Station 2, ,Facilities staff removed a portion of the carpet and had the adhesive material tested. Test results confirmed the presence of asbestos. Lab results are attached as a reference. Prior to 1980, asbestos was commonly used in manufacturing of a variety of building materials, including floor adhesives. As a result, asbestos is present in many older buildings. It is generally · not a concern until removal by sanding or scraping sends asbestos dust into the air. Facilities has retained an asbestos remediation company, Alliance Environmental, to remove the carpet and adhesive according to state health and safety code standards. New flooring will then need to be installed. Removal of the flooring, abating the asbestos-containing materials and reinstalling the flooring will extend the anticipated mold remediation completion date by about a week. Alliance Environmental will start their work on Tuesday, October 29, 2019, with an anticipated completion date of November 5th. Upon completion of the asbestos abatement, we will have a flooring contractor install new vinyl flooring throughout t.he facility. We are hoping to have all work completed November 8th th, with a move-in date of November 9thth. This date may change as construction progresses, and we will be sure to keep you informed should that occur.
