This memorandum provides information related to a Coastal Conservancy Climate Ready Grant
to develop a sea level rise impact analysis and potential adaption strategies for the southern
portion of the Carlsbad coastline.
Background
The city has been studying the realignment of Carlsbad Boulevard with the intent of increasing
public access and amenities along the city's southern coastline. The City of Carlsbad Sea Level
Rise Vulnerability Assessment, dated December 2017, noted some sections of the existing
Carlsbad Boulevard may be subject to coastal erosion. The city completed revetment at the
Encinas Creek Bridge location to address erosion issues in March 2016.
Discussion
The city recently partnered with Scripps Institute of Oceanography's Center for Climate Change
Impacts and Adaptation to apply for Coastal Conservancy Grant (Grant) funds to assist in the
climate adaptation planning along the southern portion of the Carlsbad coastline. The Coastal
Conservancy is a non-regulatory state agency that supports projects to protect coastal resources
and increase opportunities for the public to enjoy the coastline. The proposed project would
entail: modeling of a detailed sea level rise impact analysis, development of potential adaptation
scenarios, facilitation of discussions with state agencies and preparation of a report.
On Sept. 16, 2019, Coastal Conservancy staff notified the city that our Grant application was
nominated for award. The Coastal Conservancy Board will vote on the nomination at their
meeting on Dec. 12, 2019.
Next Steps
If the Coastal Conservancy Board approves the Grant nomination, staff will present to City
Council a Grant agreement and a contract for a consultant to provide technical services.
