Background On Sept. 23, 2019, staff was provided with a list of intersections in the Barrio with requested . improvements .. This list was sent to Council Member Schumacher via email by T.J. Childs on Sept. 20, 2019. Council Member Schumacher asked if these requests had been previously received by staff, if they had been analyzed and what response had been provided to each of the requests, if any. Discussion An important responsibility of the Traffic and Mobility Division of the Transportation Department is to receive and respond to customer service requests from the public. These requests are tracked internally as part of our Traffic Request system. The Barrio list received by staff is comprised of 34 locations (primarily intersections) with multiple requested improvements at each location (Attachment A). All locations include a request for red curbs to . be painted at the corners of the intersection, presumably to address sight distance concerns at the intersection. All locations also include a request for crosswalks to be painted. Many of the locations include requests for the re-orientation of existing stop signs to face in a different direction. Depending on the type of request, staff conducts the appropriate studies and then responds to the requester after the studies are complete. If red curb is identified as an appropriate response to sight distance concerns, it is usually installed by city staff within three to five weeks after customer service request. One of the factors that should be considered when discussing sight distance concerns in the Barrio area is that the striping of bicycle lanes on Harding Street, Madison Street and Roosevelt Street was specifically designed to improve sight distance. This was accomplished by pushing the effective edge of vehicle travel toward the center of the street and further away from the curb, thereby increasing sight distance. At such locations, drivers are expected to stop at the limit line, yield for any pedestrians or bicyclists and then slowly proceed forward as appropriate prior to entering the intersection. Many of the complaints that staff receive are from drivers Public Works Branch Transportation Department 1635 Faraday Avenue I Carlsbad, CA 92008 I 760-602-2730 Honorable Mayor Hall and Members of the City Council Nov. 26, 2019 Page 2 who stop at the limit line and are not slowly proceeding forward before entering the intersection. This bicycle striping strategy was employed to balance intersection safety and the need to provide adequate on-street parking. The implementation of marked crosswalks, especially at uncontrolled locations, is carefully analyzed by staff. Per the California Manual on Uniform Traffic Control Devices (CA MUTCD), marked crosswalks should not be installed indiscriminately but should be used to "provide guidance for pedestrians who are crossing roadways by defining and delineating paths on approaches to and within signalized intersections, and on approaches to other intersections where traffic stops." Therefore, it is not advisable to install crosswalks at uncontrolled mid block locations or intersections that do not have traffic signal or stop sign control, unless these locations are augmented with enhanced features such as rectangular rapid flashing beacons. However, the existing crosswalks at these intersections may be upgraded to the high-visibility "continental" style. Staff will analyze as part of the Pavement Management Program, which is the normal mechanism in which crosswalk upgrades are implemented, and other project/funding opportunities to determine the feasibility of upgrading the existing crosswalks prior to the Barrio Traffic Circles project, which will modify many of the Barrio intersections by 2021. The requests to re-orient stop signs 90 degrees were not considered feasible unless an analysis was done for new stop signs. These requests were treated as all-way stop requests. Requests for all-way stop control at intersections require more in-depth analysis provided by an external expert consultant. This process can take four to six months due to the city's procurement and contracting requirements. The results of stop sign requests previously received by staff are shown in Attachment B. Intersections that have not yet been analyzed by staff will be scheduled for study. lfthe all-way stop criteria, as found in the CA MUTCD, are satisfied, staff will bring forward the requests to the Traffic and Mobility Commission for their recommendation and ultimately to the City Council for the Ordinance required for all-way stop control. Based on the review of om Traffic Request system, staff have determined that 27 locations on the submitted list are associated with previously completed Traffic Requests. The status of the 27 locations are encompassed in 53 individual Traffic Requests and are provided in Attachment B. The remaining seven locations have not been previously received by staff and therefore have not been evaluated. These locations are: 1. Madison Street and Pine Avenue 2. Jefferson Street and Pine Avenue 3. Jefferson Street and Palm Avenue 4. Harding Street and Avocado Lane 5. Tyler Street and Pine Avenue Next Steps Staff will schedule the necessary studies to evaluate the seven previously unidentified intersections for the concerns that were listed in Attachment B. Depending on staff resources and workloads, requests for red curb and new crosswalks will take approximately six to eight weeks to complete. Studies that involve a new stop sign request will require a consultant and may take four to six months to complete. Attachments: A. Original List of Barrio Intersections B.
