Questions {cityof Carlsbad Memo ID# 2019138 This memorandum provides a response to que~tions generated by the Council Memorandum distributed on Nov. 26, 2019, concerning Barrio Intersections List...:. Status of Customer Service Requests. Background -The following questions were asked after the Nov. 26, 2019, Council Memorandum was issued: 1. "Were sight distance evaluations done both with and without cars parked in the area encroaching on (or blocking) the ADA sidewalk ramps at the i'}_tersection terminus-points of the sidewalks?" 2. "/ am also curious if the "solution" to parking along the corners of intersections is assumed to be parking enforcement." Discussion The following responses are provided: 1. We do not conduct sight distance measurements with or without parked cars, rather we conduct these measurements with the assumption that cars will be parked along the curb where it is legally permissible to do so, which is an industry best practice. The · logistics of trying to study an intersection with and without parked cars would greatly increase time and cost of conducting these types of measurements, and is not best practice. Therefore, the presence or absence of parked cars does not affect our studies. It should be noted that blocking of a pedestrian ramp at an intersection is illegal in most cases per the California Vehicle Code and, a_s such, can be enforced without the presence of red curb. 22500. A person shall not stop, park, or leave standing any vehicle. whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic control device, in any of the following places: (a) Within an intersection, except adjacent to curbs as may be permitted by local ordinance. (a) That portionof a roadway includedwithinthe prolongation or connection of the boundary lines of sidewalks at intersectfons where the intersecting roadways meet at approximately right angles, except the prolongation of such lines from an alley across a street. . (b) Any portjon of a roadway distinctly indicated for pedestrian crossing by lines or other markings on the surface. Notwithstanding the foregoing provisions of this section, there shall not be a crosswalk where local authorities have placed signs indicating no crossing.· 2.
