Via: Elaine Lukey, Chief Operations Officer~ , {city of Carlsbad Memo ID# 2019143 Re: Status of Tyler Court Senior Apartments Property Management Request for Proposals This memorandum provides a status report on the Request for Proposals for property management services of Tyler Court Senior Apartments. Background The City of Carlsbad owns the 75-unit senior apartment building at 3363 Tyler Street, which provides rental housing to very low and extremely low-income seniors. Property management is provided by contract with a professional property management firm. The current contract with Western Seniors Housing Management is due to expire at the end of 2019, and staff have initiated a process to seek proposals from qualified property management firms to provide day- to-day management and maintenance of the Tyler Court Senior Apartments. Discussion In Sept. 2019, staff released a Request for Proposals (RFP) for professional property management services. The RFP period opened on Sept. 4, 2019, and closed on Sept. 25, 2019. The RFP was posted on PlanetBids, the website used by the city for posting RFPs and contracting bids. Once the RFP was posted, staff contacted three firms directly to inform them of its availability. Two of the firms indicated interest in submitting a proposal. By the close of the RFP period, the city received only one proposal from the current property manager. Rather than rely on a single proposal, and to help assure the city receives best value services, staff reached out directly to an additional 14 property management firms as permitted by the city's purchasing procedures, focusing on companies that have local experience managing affordable and market rate rental housing. To date, staff have received one additional proposal and anticipate receiving two more by next week. Next Steps A team of staff will review and rate all proposals to ensure they meet the RFP requirements, and will recommend the firm with the highest ranking proposal to the City Council. The award of a contract to the selected firm is currently scheduled for the Dec. 12, 2019, City Council meeting.
