Please note this memo focuses on actions and information that are new since the last update. Workforce •Expanded the city’s capacity to support employees working remotely. Current estimate is that the city can support approximately 320 remote work connections, including 240 via a virtual private network on city issued laptops and 80 via the city’s private network for personal computers. •Finalized a remote work guide for city employees including instructions for remote network access, teleconferencing, video conferencing, remote access to city IT applications and online collaboration. •IT Department staff will pilot test remote work technology Monday, simultaneous to a select number of city employees. •Provided update on request for city-provided child care for employees. Unable to provide a setting that would comply with public health order. Offering telework, flexible schedules, remote access, leave usage or a combination of these strategies to accommodate COVID-19 related employee needs. •Issued new bulletins to fire personnel reflecting protective equipment guidelines and other COVID-19 related protocols. •Made additional updates to city continuity of operation planning documents in preparation for ongoing COVID-19 impacts. Parks & Recreation •Locked access to activity rooms, gyms, locker rooms and pools where programs, classes and events would have ordinarily been held to uphold social distancing. •For existing patrons who have been receiving delivery of meal(s), the delivery will continue; meal container will be placed on front stoop after confirming patron is home. •Contingency plan created for volunteers to assist with meal programs, should delivery requests grow. •Updated online registration system for classes, camps and facility rentals to reflect public health order regarding events and social distancing. •Suspended department’s preschool programs, effective March 16 through March 31. •Arranged for modifications to golf and restaurant operations at The Crossings/The Canyons. Memo ID#2020026 CORONAVIRUS ACTIONS March 14, 2020 Page 2 o Golfers are now sent out as one occupant per golf cart o Driving range patrons are now separated by at least six feet o Restaurant guests now separated by at least six feet o Reviewed considerations for weddings and other events through end of March • Arranged for modifications to Leo Carrillo Ranch operations. o Suspended docent led tours of park/facilities o Limited patron access to the visitor center lobby only; no other facilities o Reviewed considerations for weddings and other events through end of March • Commenced tracking patron counts at all recreation/community centers, as directed. Library & Cultural Arts • Gloves have been provided to staff for cash handling and other transactions. • Staff is consulting national and state level best professional practices on cleaning library materials and decisions about library closures. • Friends of the Library Bookstores at Dove and Cole libraries have closed. • The café at Dove Library closed early. • Website updated to confirm libraries open today and point patrons to resources they may access from home (eBooks, eMagazines, etc.). • Starting today, will suspend overdue fines for the rest of the month to limit number of library items being transferred. Communication & Engagement • Created an updated Q&A for Carlsbad-specific information about COVID-19 (attached). Will be available on city website and shared via social media and other channels. • Reprogrammed city cable channel to focus on COVID-19 videos produced by the city, county and CDC as well as informational bulletins with health tips. • Created a new page on the city’s website with information about free student meals and other free meal services. • Continued to provide updates and share official information from other agencies on all city social media channels and respond to questions posted. • In communication with Carlsbad Village Association to assist with signage for restaurants.
