Please note this memo focuses on actions and information that are new since the last update. Local cases •Encinitas Union School District announced that the County Department of Health and Human Services confirmed a “presumptive positive” case at Olivenhain Pioneer Elementary School. •This school is located in Carlsbad. No information about whether the person is a student or staff member. •No information about whether the person lives in Carlsbad or Encinitas. •The individual is being isolated and monitored at home. The district is contacting people known to have been exposed to this individual and asking them to self-quarantine. •This information has been shared with parents and is on the district website but has not yet been covered by the media. Human Resources • Prepared information for employees giving guidance on travel and health information privacy. •Prepared easy reference chart to help full and part time staff understand what benefits are available related to potential COVID-19 needs. •Preparing intake form for employees who have been exposed to COVID-19. •Preparing situational pay chart for employees impacted by workplace closures. •Developing process to review individual employee situations related to COVID-19. Library & Cultural Arts •Purchased laser pointers for helping public with self-checkout machines while maintaining distance. •Closed circulation desks and only handled transactions via self-checkout machines. Parks & Recreation •Began coordination with Coastal Family Urgent Care for developing a drive thru COVID-19 testing station at its facility (traffic control plan, other logistics and planning). •To comply with County Health Order, moved three weddings scheduled for Leo Carrillo Ranch the weekend of March 20 – 22 to alternate private venues located outside of Carlsbad. Memo ID#2020027 CORONAVIRUS ACTIONS March 15, 2020 Page 2 Public Safety • Activated EOC for COVID-19 mitigation operations. • Developed COVID-19 mitigation incident response objectives. • Prepared EOC to track city continuity of operations essential functions. • Fire Department continues to average about three calls a day related to flu-like symptoms, which is typical for this time of year. • Fire Department created and distributed a policy for what to do following an exposure to COVID-19 and a policy regarding fire equipment disinfection. • Discussed potential alternate staffing models with the Carlsbad Firefighters’ Association. • Creating pre-shift and post-shift health questionnaire for Fire Department staff. • Zero COVID-19 calls for Police today. Took two crime reports by phone due to social distancing. Communication & Engagement • Live tweeted governor’s news conference announcing new guidance for bars, nightclubs, restaurants, residential care facilities and people over 65, chronically ill and homeless. • Added the new guidance to website and shared on Facebook. • Developed draft statement from City Council addressing COVID-19. • Promoted Small Business Administration assistance available. • Continued public health reminders. • Preparing information to announce closure of public areas at city facilities. • Wrote updated script for city’s on hold message to be recorded Monday. • Prepared update #8 for city employees providing information about closures, new state guidance, telework options, social distance, child care and other COVID-19 related information. • Updated employee Q&A with information about health privacy, child care, travel and how to handle illnesses.
