Please note this memo focuses on actions and information that are new since the last update. Regional status of outbreak California (as of Saturday 3/14/2020 at 6 p.m.) 335 confirmed cases of COVID-19 311 cases not related to repatriation flights o 70 were travel-related o 68 acquired from person-to-person o 82 acquired in community o 91 cases remain under investigation 24 cases of positive tests related to federal repatriation flights 6 deaths (including one non-California resident) Ages of all confirmed positive cases: Age 0-17: 6 cases Age 18-64: 210 cases Age 65+: 116 cases Unknown: 3 cases San Diego County (as of Sunday 3/15/2020 at 4 p.m.): 39 confirmed cases of COVID-19 •35 cases not related to federal quarantine (includes two non-San Diego County residents) •4 cases related to federal quarantine •12 people hospitalized •0 deaths Memo ID# 2020029 CORONAVIRUS ACTIONS March 15, 2020 Page 2 Ages of all confirmed positive cases:  Age 0-17: 0 cases  Age 18-64: 29 cases  Age 65+: 10 cases  Unknown: 0 cases Carlsbad One confirmed case (that of the employee at Olivenhain Pioneer Elementary School, in the southeastern part of Carlsbad, part of the Encinitas Union School District) Clerk Services  Clerk Services met with representatives from the City Attorney’s Office and Information Technology to discuss and determine procedures for conducting a special City Council meeting for the purpose of adopting an emergency declaration.  Staff also identified options and alternatives for the City Manager to consider for conducting future City Council meetings.  Cancelled Clean Energy Alliance JPA meeting scheduled for Thursday, March 19, 2020. Human Resources  Continuing to answer employee questions about COVID-19 response and impact  Distributed a guide for all employees with tools and tips to work remotely  Two employees have been cleared to return to work  Two employees self-quarantined after visiting a foreign country  Three employees self-quarantined after indirect contact with someone who tested positive. Library & Cultural Arts  Shutting down service points at all libraries where patrons can’t keep 6-feet clearance, including the Exploration HUB and the Help Desk at the City Library  Further blocked off service desks for social distancing  Brought in staff early to disinfect before opening  Printing documents on demand for patrons to avoid handling cash  Checking in items as fine-free to limit amount of returns  Adjusting library items currently checked out to a new due date of April 16 Parks & Recreation The Crossings Golf Course/Canyons Restaurant • Closed the Players Lounge, as it is not feasible to maintain social distancing of patrons in this small area • Ceased beverage cart operations on the course • One additional golf tournament canceled by organizer CORONAVIRUS ACTIONS March 15, 2020 Page 3 Citywide Special Events • Carlsbad Fire Department, city special events staff coordinating with Coastal Family Urgent Care and Fire Department staff on potential COVID-19 testing station Other events  Senior Nutrition Meal Program reservations are down from daily average total of 140 participants to 105 participants today: 70 meals for pick-up and 35 for delivery • One additional event (Fiesta at the Rancho) requested to be postponed by co-organizer, Friends of Carrillo Ranch • Two additional weddings (scheduled for Mar. 27 and 28) at Leo Carrillo Ranch have been canceled or postponed by the city’s contract caterer, in consultation with the couples to be married Public Safety • Activated Emergency Operations Center for COVID-19 mitigation operations Police Department • Adjusted schedules to provide redundancy in staffing in case employees are infected • Modified the duties of proactive enforcement units to put them on high-visibility patrol and make them available for any outbreak-related outreach efforts • Suspended all non-essential programs to make more resources available for COVID-19 response Fire Department • Began developing a daily health tracking sheet for firefighters to both monitor their health during their shifts and provide the records needed to identify the sources of possible exposures to the virus • Working with Human Resources on the steps the city would take in response to a city employee being infected Homeless Response Team • Coordinating with the Regional Taskforce on the Homeless on a system for quarantine and isolation of COVID-19 cases in the homeless population • Created a draft protocol on how to respond to the city’s unsheltered and sheltered homeless population in relation to the COVID-19 outbreak. Public Works • CMWD will not shut-off water for customers for non-payment • Construction projects are continuing as planned • Custodial and contracted staff are continuing to clean and disinfect facilities and have increased focus in surfaces that are frequently touched CORONAVIRUS ACTIONS March 15, 2020 Page 4 • Received word that Waste Management is closing the public refuse and recycling collection center at the Palomar Transfer Station Communication & Engagement • Distributed message from the City Council and the city’s general COVID-19 update on Twitter, Facebook, NextDoor, city website and through the city’s mass email system to all subscribers • Focusing community messaging on: o Reassurance: Community’s health and welfare is our top priority. We have prepared. Core city services continuing o Health: Follow all health guidelines. Do your part. Care for those most at risk o Information: Stay informed and help share information • Focusing employee messaging on: o Reassurance: Your health and welfare is our top priority. o Teamwork: We understand these are unusual circumstances.
