Please note this memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. • Working remotely from the EOC, Carlsbad Community Emergency Response Team (CERT) has been coordinating COVID-19 mitigation measures with homeowners associations through property management companies, as well as long-term care and skilled care facilities, child care and daycare facilities and private schools. • Working to identify and map major economic impact areas, including the Village and the Carlsbad industrial zones. Regional status of outbreak California (as of Monday March 23, at 2 p.m.) • 2,102 confirmed cases of COVID-19 • 40 deaths (an increase of 13 over two days) San Diego County (as of Tuesday, March 24, 2020, around 4 p.m.) • 242 confirmed cases (12 more than the day before) o 226 San Diego County residents, 16 from elsewhere o 45 people hospitalized, 21 in intensive care • 2 deaths (latest was that of a 76-year-old man with significant health issues) Carlsbad (as of Tuesday, March 24, at 10 a.m.) • 13 confirmed cases (one fewer than yesterday, that case was likely recategorized) CORONAVIRUS ACTIONS March 25, 2020 Page 2 Police Department • Continuing high-profile beach, parks and trail education campaign to address violations of the state and county public health orders. Overall, our officers are reporting a consistently positive response from community members. • With help from the City Attorney’s Office, refined the definitions of essential critical infrastructure workers and businesses who are exempted from the state order. o Officers will continue to contact Carlsbad businesses to ensure compliance with the effective health orders. Fire Department • A Carlsbad medical company has agreed to perform COVID-19 tests onsite for the city’s public safety personnel. Coastal Family Urgent Care is reserving tests for city police officers and firefighters. The company can have test results in one to three days. • Working with regional partners to develop a GIS-based situational awareness tool that would use fire incident reporting to create heatmaps to identify trends in potential outbreaks. • Acquired a confidential map from the county with general location plots of COVID-19 cases. The map has been delivered to the EOC for situational awareness. Human Resources • Drafted temporary staff reassignment notifications for directors • Finalizing employee self-screening procedures for distribution to directors • Employees who may have been exposed to COVID-19 o Eight employees have been cleared to return to work o Three employees self-quarantined after visiting a foreign country o Six employees self-quarantined after indirect contact with someone who tested positive o Three employees self-quarantined because they have symptoms, have not been tested o One employee waiting test results, has symptoms, self-isolated Public Works • The North County Transit District has reduced Coaster services. City and district staff and SANDAG staff are discussing reducing the number of Carlsbad Connector shuttles to one instead of four. Ridership has significantly decreased to only six riders a day since March 18. • Vehicle traffic has been reduced by half on some city thoroughfares. o Traffic signals have been adjusted to allow for traffic on side streets to trigger a light change when detected. • Deployed large electronic construction signs with “Practice Social Distancing” messages. • Public Works’ contractors have continued to provide construction, maintenance and repair support for city facilities and ongoing projects despite the COVID-19 restrictions. CORONAVIRUS ACTIONS March 25, 2020 Page 3 • City’s consultant for transportation demand management developed a guide for businesses to keep commuter benefits going during the COVID-19 crisis. Library & Cultural Arts • Promoting new Library@Home web page, which lists library services that can be accessed remotely.
