Please note this memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. • Added a new EOC objective: monitor staff illness and assess impact on essential city functions. • Developing staff leadership order of succession and delegation of authority. Regional status of outbreak California (as of March 24 at 2 p.m.) Confirmed cases 2,535 Increase from day before 433 Deaths 53 San Diego County (as of March 25 at 4 p.m.) Confirmed cases 297 Increase from day before 55 Deaths 2 Carlsbad (as of March 25 at 2 p.m.) Confirmed cases 16 Increase from day before 3 CORONAVIRUS ACTIONS March 26, 2020 Page 2 Police Department • Developing a plan to provide additional resources to the beaches and trails this weekend to gain compliance with the state public health order. People have been complying with officers’ requests to practice physical distancing, and officers have been getting very positive feedback from community members for officers’ educational efforts. Fire Department • Bought oxygen mask filters to reduce the chance of first responders becoming exposed to aerosol droplets when treating patients. • Developing additional process and documentation to monitor staff illness and assess impact on essential city functions. • Received an employee’s COVID-19 test results from Coastal Family Urgent Care within 24 hours, which confirm the clinic staff’s estimate that test results would be available within one to three days. This demonstrated the clinic will be a valuable resource for quick testing for the city’s first responders. Parks & Recreation • Reopened city’s community gardens with modified operations to ensure proper social distance. Followed up with Community Gardens Collaborative members to let them know about the change. • Received additional funding for senior meals from the County of San Diego by amending the current senior nutrition contract. The funding is to provide new clients 65 or older with home-delivered meals, as well as additional meals to current clients who are 65 or older and are self-quarantined. • Reviewed a revised request from the American Red Cross to use city facilities for blood drives. The required social distancing is not possible in the Red Cross’ mobile units. Staff is evaluating the possible use of the Harding Center auditorium and the Alga Norte Community Park activity room. City Clerk’s Office • Coordinating a virtual Q&A civics session with Carlsbad Unified School District seniors to help them meet their civics class obligations. • Working on options for resident participation in virtual City Council meetings. CORONAVIRUS ACTIONS March 26, 2020 Page 3 Human Resources • Drafted memo on the Families First COVID-19 Response Act, a new federal law on paid sick leave and family and medical leave for specified reasons related to COVID-19. This will be distributed citywide and includes a summary of the new act, along with a Q&A. • Self-screening health procedures set in place on a voluntary basis at all city facilities with 10 or more staff.
