Please note this memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. • Coordinating guidelines to monitor staff illness and potential impact on essential city functions. • Completed staff leadership order of succession and delegation of authority document and identified policy group alternates. • Participating in San Diego County EOC branch conference calls. Regional status of outbreak California (as of March 25 at 2 p.m.) Confirmed cases 3,006 Increase from day before 471 Deaths 65 San Diego County (as of March 26 at 4 p.m.) Confirmed cases 341 Increase from day before 44 Deaths 3 Carlsbad (as of March 26 at 2 p.m.) Confirmed cases 15 Change from day before -1 CORONAVIRUS ACTIONS March 27, 2020 Page 2 Police Department • Implementing a plan to have a visible police presence along the beaches, lagoon public access points and trails over the weekend to encourage compliance with the public health orders. Fire Department • Revising department policies to accommodate drive-thru testing at a county level for the city’s first responders. • Drafting guidelines for public safety supervisors and employees on the specific measures to be taken if an employee were potentially exposed to COVID-19 or tested positive. These guidelines must accommodate federal health privacy laws and department needs. • Lifeguards continuing to remind members of the public on the beach to practice physical distancing. City Clerk’s Office • Worked with City Attorney to identify the legal authority to allow digital signatures on legislative documents. • The state Fair Political Practices Commission has extended the filing date of Form 700 – Conflict of Interest Statements to June 1, 2020. Library & Cultural Arts • Consolidating department operations at the Carlsbad City Library on Dove Lane beginning Monday, March 30. This will reduce the number of staff who need to work on-site by about half. Parks & Recreation • Installed “modified operations” signs at all three community gardens and informed gardeners holding leases of the changes. • Coordinated with California State Parks and the city Police Department to move barricades, caution tape and temporary closure signs at the beach access ramp at Pine Avenue to the bottom of that ramp at the public restrooms. • Installed “Temporary Closure – Due to Public Health Order” signs at Ocean Street Sculpture Park and the parking lot on Carlsbad Boulevard at Palomar Airport Road. Human Resources Status of employees with possible COVID-19 exposure Cleared to return to work 10 Self-quarantined due to travel 3 Self-quarantined due to contact with someone who tested positive 4 Self-quarantined due to symptoms, have not been tested 4 CORONAVIRUS ACTIONS March 27, 2020 Page 3 Public Works • The San Diego County Water Authority asked the Carlsbad Municipal Water District and other water districts to identify planned infrastructure projects ready to be started. This is being done in anticipation of potential economic stimulus actions by the state. Carlsbad’s water district provided three water infrastructure projects for consideration. Community Development • Department activity during COVID-19 situation (weekly average for February 2020 compared to the last seven days) o Building inspections conducted decreased by roughly 30%, from 418 down to 319 o New planning permit cases increased by a third, from 10 to 15 o Engineering permits remained consistent, at 19 compared to 20) Note: Reductions in inspections could be due to the rain or community members not knowing the service remains available. Communication & Engagement • Created and shared the following with the public on city communication channels: o Tips for healthy individuals: teach an older friend or relative how-to video chat, donate or volunteer at a food bank, support nonprofits, wellness checks, donate blood, deliver meals o Update of latest COVID-19 numbers o Recap of the county news conference, numbers and charts o No relation between pets and COVID-19 o Grocery store hours o Health insurance available under Covered California o Need for health care volunteers and healthy San Diegans o Mental health resources from the county o Postponement of Real ID enforcement o San Diego Tech Hub resources o Resources to report fraud from the San Diego County District Attorney • Live-tweeted: o County of San Diego’s daily COVID-19 update • Developed and distributed City Manager’s Update to staff and public on Nextdoor, Facebook, Twitter and eNews • Responded to 40 questions and comments on the city’s social media platforms and Communication & Engagement department’s email • Prepared and produced 14 community garden signs, 40 banners for parks and 30 for facilities • Updated list on website of available city services and how to access • Created comprehensive list of city facilities, programs, events and services that are currently canceled, postponed or closed to walk in service • Updated business web page with additional links to resources CORONAVIRUS ACTIONS March 27, 2020 Page 4 • Developed and distributed COVID-19 #17 staff email: o COVID-19 educational video on flattening the curve o Child care resources o Cybersecurity procedures o Telecommuting update o Thank you to city workers with screenshot of thank you email from community member CORONAVIRUS ACTIONS March 27, 2020 Page 5 cc: Celia Brewer, City Attorney Geoff Patnoe, Assistant City Manager Gary Barberio, Deputy City Manager, Community Services Paz Gomez, Deputy City Manager, Public Works Laura Rocha, Deputy City Manager, Administrative Services Michael Calderwood, Fire Chief Neil Gallucci, Police Chief Maria Callander, Information Technology Director David Graham, Chief Innovation Officer Judy von Kalinowski, Human Resources Director Kristina Ray, Communication & Engagement Director Matt Magro, Police Captain
