Please note, this memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. • Continuing coordination with Carlsbad’s long-term care, adult residential care, congregate care and hospice facilities. • Collecting photo documentation on the public’s weekend adherence to public health orders. • Shared San Diego County Office of Education’s Situation Report with the Carlsbad Unified School District Regional status of outbreak California (as of March 26 at 2 p.m.) Confirmed cases 3801 Increase from day before 795 Deaths 78 San Diego County (as of March 27 at 4 p.m.) Confirmed cases 417 Increase from day before 76 Deaths* 5 (*a sixth death was reported but not yet recorded) Carlsbad (as of March 27 at 8 a.m.) Confirmed cases 18 Change from day before 3 CORONAVIRUS ACTIONS March 28, 2020 Page 2 Police Department • A large number of officers circulated through the city’s more heavily trafficked areas – the Village, along Carlsbad Boulevard, around parks and trail entrances, beaches and the Agua Hedionda Lagoon – to get people to comply with the public health orders through education and a noticeable police presence. The response has been positive, compliance has been voluntary and no citations or arrests have been made. Fire Department • Instituted a temporary modification to the in-station uniform policy to require daily uniforms worn on service calls to be kept separate from uniforms worn while in the stations. The goal is to minimize the risk of possible exposures inside fire stations. • Received a shipment of 2,000 N95 masks from the County of San Diego. • Working with Police Department in researching deep cleaning and decontamination options for public safety vehicles and facilities. City Clerk’s Office • Scheduled virtual civics Q&A session with Carlsbad Unified School District high school seniors for Monday morning. This will enable them to complete their civics class requirement despite the COVID-19 closures. Parks & Recreation • Continued to check on and maintain COVID-19 temporary closure signs and barriers at all parks, north beach and the Agua Hedionda Lagoon, at entrances to trails and preserves, as well as at the two city-controlled parking lots along Carlsbad Boulevard. • Checked on the modified operations signs at the city’s three community gardens and replaced them as needed. • The American Red Cross confirmed it is interested in using the city’s Harding Center for blood drives in April. The city has offered to accommodate at least two blood drives a week. The next step is for the Red Cross to provide its preferred dates for these events. Communication & Engagement • Created and shared the following with the public on city communication channels: o Update of latest COVID-19 numbers o Recap of the county news conference and numbers/charts o Governor’s temporary halt on evictions o Reminder to keep library books for now o LiveWell San Diego resources for families at home o Reasons to get tested for COVID-19 o Need for volunteer health care workers o When face masks are needed o Community infection rates with and without social distancing o New COVID-19 CDC app CORONAVIRUS ACTIONS March 28, 2020 Page 3 • Created and shared the following videos: o Visualization of social distancing and its infection rate o Step-by-step use of the new CDC app that lets people screen themselves for COVID-19 symptoms o Ways to stay active, in touch, healthy and informed • Live-tweeted: o County of San Diego’s daily COVID-19 update o Governor of California news conference on COVID-19 update • Developed and distributed City Manager’s Update to staff and public on Nextdoor, Facebook, Twitter and eNews • Prepared and produced 30 updated closure signs for city facilities • Updated list on website of available COVID-19 relief resources • Updated list of city facilities, programs, events and services that are currently canceled, postponed or closed to walk in service and updated all appropriate event webpages • Updated list of resources and ideas of things to do, including a just for kids section • Responded to 35 questions and comments on the city’s social media platforms and Communication & Engagement department’s email, a significant decrease from recent days. • Responded to three COVID-19 related Council Inquiries, for a total of nine so far. • Tracked social media analytics: Twitter - March 1-28 • 722 new Twitter followers (16,373 total) • 16,647 profile visits, 1.03 million impressions • 617 tweets Facebook - March 1-28 • 1,189 new Facebook followers (49,421 total) • 335,369 total reach, 160,067 engagement • 194 posts Instagram - March 21-27 • 504 new Instagram followers (10,374 total) • 12,270 total reach, 2,596 actions taken, 48,559 impressions • 19 posts CORONAVIRUS ACTIONS March 28, 2020 Page 4 CORONAVIRUS ACTIONS March 28, 2020 Page 5 cc: Celia Brewer, City Attorney Geoff Patnoe, Assistant City Manager Gary Barberio, Deputy City Manager, Community Services Paz Gomez, Deputy City Manager, Public Works Laura Rocha, Deputy City Manager, Administrative Services Michael Calderwood, Fire Chief Neil Gallucci, Police Chief Maria Callander, Information Technology Director David Graham, Chief Innovation Officer Judy von Kalinowski, Human Resources Director Kristina Ray, Communication & Engagement Director Matt Magro, Police Captain
