Re: Coronavirus Response Update 18
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. Please note, this memo focuses on actions and
information that are new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Monitoring education and documentation of governor’s order
• Monitoring city essential functions and ability to perform through telecommuting
• Reviewing federal Occupational Safety and Health Administration’s sector outreach and
engagement
• Conducted bi-weekly teleconference with Carlsbad Unified School District

National
• President extended social distancing through end of April
California
• Governor conducting daily press conferences at noon
Police Department
• Officers continue to contact community members on city streets with social distancing
and COVID-19 education and to maintain a large police presence in the city’s most
heavily trafficked areas
Fire Department
• Changed policies so that only battalion chiefs are handling interoffice mail service to fire
stations to reduce the potential for spreading COVID-19
Human Resources
• Establishing additional wellness resources for employees such as coaching, webinars,
counseling and other support
Status of employees with possible COVID-19 exposure

Parks & Recreation
• Postponed special event permits for
o Carlsbad Village Street Faire, originally scheduled for May 3, at the request of the
organizer. Tentatively rescheduled for August 9
o Special Olympics Torch Run, originally scheduled for May 27, at the request of
the organizer. Tentatively rescheduled for November 4
• Verified that plot holders were adhering to social distancing, time limits and allowable
numbers at all three community gardens
• Confirmed no requirement for State-provided travel trailers
Economic Development
• Third COVID-19 business community email going out today from the city, in partnership
with the Carlsbad Chamber of Commerce and the Carlsbad Village Association
• Added 85 restaurants to the “What’s Open in Carlsbad” map since the service first
started last week

• Responded to more than 30 inquiries made to business@carlsbadca.gov from local
businesses and community members with business-related COVID-19 questions
Library & Cultural Arts
• All on-site department staff are operating from the Carlsbad City Library on Dove Lane
as of today
Communication & Engagement
• Created and shared the following with the public on city communication channels:
o Out-of-work benefit programs
o Reminder that trails, parks, beaches and tennis courts are closed
o What city services are available
o Encouragement to stay home
o Update of latest COVID-19 numbers
o Recap of the county news conference and numbers and charts
o How the virus spreads
o County’s text message resource for updates
o Reminder that the county health order has been extended indefinitely
• Created and shared the following videos:
o Recap of latest news and Carlsbad resources
• Live-tweeted:
o County of San Diego’s daily COVID-19 update
• Prepared and distributed city manager’s update via internal and external channels
• Updated list on website of available COVID-19 relief resources
• Prepared a flier about trail closures for police officers and rangers to distribute at trail
heads.
• Responded to 16 questions and comments on the city’s social media platforms and
Communication & Engagement department’s email
• Prepared and distributed employee update #18 stressing key points for city staff:
o Your health and welfare are the top priority
o We will get through this together
o We will be a better organization for having had this experience
