Please note, this memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. • Supporting coordination of governor’s orders and public health orders implementation • Engaging community sectors Regional status of outbreak Fire Department • Finalizing policy for city supervisors on what to do if an employee has tested positive for COVID-19 to extend this policy from public safety employees to all city employees • Evaluating two donation offers: o 100 personal protective suits from Señor Grubby's Mexican restaurant o Eye protective gear from a performance eyewear company called 100% California (as of March 30 at 5 p.m.) Confirmed cases 6,495 Increase from day before 842 Deaths 101 San Diego County (as of March 30 at 4 p.m.) Confirmed cases 603 Increase from day before 84 Deaths 7 Carlsbad (as of March 29 at 8 a.m.) Confirmed cases 24 Change from day before 4 CORONAVIRUS ACTIONS March 31, 2020 Page 2 Human Resources Status of employees with possible COVID-19 exposure Cleared to return to work 20 Self-quarantined due to travel 1 Self-quarantined due to contact with person who may have virus 2 Self-quarantined due to symptoms, have not been tested 0 Self-quarantined while waiting for test results 1 Public Works • Environmental Management is developing a program that will let businesses suspend their charges for solid waste and recycling if their business is closed and producing no waste during the COVID-19 emergency declaration. This includes an online application form and the process for the city to approve applications and direct the city’s solid waste hauler, Waste Management, to suspend pickups and fees for individual businesses. Staff hopes to have this program available by next week. • Waste Management notified the city that its recycling processing facility is closed until further notice due to the statewide COVID-19 social distancing requirements and safety concerns for its employees. The city does not believe Waste Management has satisfied all the requirements of its contract, including considering all recycling options, and a response letter is being drafted. Staff will continue to ensure the city continues to meet the state requirement to separate recyclables from trash, however the materials are thrown away. Parks & Recreation • Drafted letter to the California Coastal Commission requesting a waiver of Coastal Development Permits related to the temporary closure of city parks, beach, preserves and trails within the local coastal zone in response to the COVID-19 pandemic. • Postponed special event permits for o Peace Officers’ Memorial Run, originally scheduled for May 16, 2020, at request of event organizer (Carlsbad Police Department) • Determined that the American Red Cross was no longer in need of blood drive locations during April, as blood supplies have improved. CORONAVIRUS ACTIONS March 31, 2020 Page 3 City Clerk’s Office • Participated in Carlsbad Unified School District virtual meeting to discuss civics topics with 28 high school seniors. • Identified two possible solutions for conducting swearing-in ceremony of District 1 City Council Member at next week’s City Council meeting (provided we receive the election results by this Thursday, April 2). • Discussed electronic routing solution with staff writer to facilitate routing of staff reports. Library & Cultural Arts • Created a new youth eBook & eAudiobook recommendation page Communication & Engagement • Created and shared the following with the public on city communication channels: o Public works crews repairing sidewalks o Updated county health order to restrict cruise ships o Warning against COVID-19 scams o New California Health Corps o Update of latest COVID-19 numbers o CUSD nutrition service location change o San Diego County Park campgrounds are closed o Aging hotline and resource from the county o Thank you to medical professionals for National Doctor’s Day o Example of city services continuing: sidewalk repair in the Village o Update from local schools • Live-tweeted: o Governor of California’s COVID-19 update o County of San Diego’s daily COVID-19 update • Prepared and distributed city manager’s update via internal and external channels • Updated main COVID-19 webpage with new resources • Answered questions from the Coast News regarding assistance provided by the City of Carlsbad.
