Please note, this memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. • Refining essential city functions performed by telecommuting. • Engaging community sectors. Regional status of outbreak (all data from March 31 at 4 p.m.) State of California • Began a “Stay Home. Save Lives. Check In.” campaign Tuesday. It urges Californians to help combat social isolation and food insecurity among those over the age of 65, who are particularly at risk from COVID-19. • Unveiled a statewide hotline – 833-544-2374 – in coordination with local non-profit local 2-1-1 systems, to answer questions and provide assistance to state residents. California Confirmed cases 8,077 Increase from day before 1,145 Deaths 163 San Diego County Confirmed cases 734 Increase from day before 131 Deaths 9 Carlsbad Confirmed cases 27 Change from day before 3 CORONAVIRUS ACTIONS April 1, 2020 Page 2 Fire Department • The county’s Health and Human Services Agency amended the policy governing emergency medical service providers to allow them to access personal health information on patients before they respond to calls. This will enable them to take appropriate precautions should the patients have COVID-19 or other preexisting health conditions that could put the medical services providers at risk. • The county has developed a process through Rady Children’s Hospital-San Diego for rapid first responder testing. These tests are available by appointment. Results can be available in 12 hours. This provides another option for the city’s fire responders. Human Resources • Drafted communication and Q&A on new family and medical leave and emergency paid sick leave policies based on the recent federal Families First Coronavirus Response Act. • Drafted Employee Assistance and Wellness Resources for city staff. • Identifying revised work schedules and locations for employees citywide. Status of employees with possible COVID-19 exposure Cleared to return to work 24 Self-quarantined 0 Public Works • Prepared a cleaning and disinfecting protocol for facilities in the event a staff member tests positive for COVID-19. It follows the guidelines outlined by federal Centers for Disease Control and Prevention and the Occupational Safety and Health Administration. • Suspended leasing the Safety Training Center to other public agencies until at least April 30 because of challenges in maintaining social distancing. Parks & Recreation • Discussed the potential for prohibiting street parking along the west side of Carlsbad Boulevard, from approximately Cherry Street to south of Avenida Encinas, with State Parks staff and city departments. • Postponed all remaining weddings and private events at Leo Carrillo Ranch Historic Park through May, in consultation with the park’s catering services provider. Library & Cultural Arts  Contributed to a national survey on public library service related to COVID-19, which will provide comparative data and help with prioritizing national and state efforts to support public library services.
