Please note, this memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. • Completed weekly review of city continuity of operations and essential functions. o City departments are continuing to perform 334 essential functions o An additional 35 jobs, or 10.5%, were determined to be able to be performed through telecommuting, and many have completed the transition o 148 essential functions are now being performed through telecommuting o 155 essential functions are being performed on-site at city facilities o 31 essential functions have both on-site and telecommuting components • Activated Carlsbad Community Emergency Response Team (CERT) to help notify community of new no parking zones in beach area. (photo below) Regional status of outbreak (all data from April 2 at 4 p.m.) California Confirmed cases 10,080 Increase from day before 1,239 Deaths 219 San Diego County Confirmed cases 966 Increase from day before 117 Deaths 16 Carlsbad Confirmed cases 32 Change from day before 2 CORONAVIRUS ACTIONS April 3, 2020 Page 2 Fire Department • Changed how possible COVID-19 calls are tracked by recording flu-like incidents rather than flu-like transports to medical facilities. This is being done because many potential COVID-19 patients decide not to go to the hospital, and this will give us a better picture of the actual situation. • Recorded approximately a 10% reduction in call volume from February to March, from 1,029 to 930 incidents. While this is a small data set and call volume can vary from month to month, it appears this reduction is in part the result of reduced public activities because of the stay-at-home orders. Public Works • Worked with Police Department to implement emergency no parking zones on Carlsbad Boulevard and Ponto Drive in keeping with the health orders to reduce public gatherings. Police Department • Providing high visibility patrols to enforce the new no parking zones. As of 10:30 a.m., officers have issued three warnings and two citations for illegal parking. Overall, the community is voluntarily complying with the no parking order. • Moving toward a more enforcement-based approach to the public health orders on the city’s parks, trails and beaches. This is consistent with law enforcement countywide. In addition to our education efforts, we will be enforcing, by citations, municipal code violations for use of trails, beaches, and parks where signs say they are closed. CORONAVIRUS ACTIONS April 3, 2020 Page 3 Parks & Recreation • Received notification from the California Department of Parks & Recreation that its beaches within Carlsbad will be closed, effective April 3. An announcement is expected today. State Parks has requested the city keep this information confidential until it is announced by the state. • Provided 1,031 meals during the past week to Carlsbad residents 60 or older through the senior meal program. o 602 meals were delivered to residents’ homes by staff; 429 meals were picked- up at the Senior Center by residents o Total number of meals provided represents a 45% increase in the average total number of meals served before the COVID-19 crisis Library & Cultural Arts • A portable restroom and sink were delivered to the Carlsbad City Library on Dove Lane and set up adjacent to the courtyard to serve community members who rely on the library restrooms. Communication & Engagement • Created and shared the following with the public on city communication channels: o Recap of county news conference including increased enforcement and amended public health orders regarding face masks o State’s new guidance on wearing a face covering and examples o New parking restrictions on Carlsbad Boulevard and Ponto Drive o National news story featuring Carlsbad physician coming out of retirement to help with COVID-19 response o Updated Carlsbad restaurant map o Warning against COVID-19 scams o Latest case numbers and new state dashboard o Handwashing reminder from the CDC o Postponement of the Carlsbad Village Street Faire o Online resources from the Carlsbad City Library o Governor’s executive order to restrict water shutoffs o New state and federal resources for California small businesses o Reinforcement of the importance of staying home to flatten the curve • Produced and distributed the following video: o Stay safe, stay at home message for the weekend • Prepared and distributed city manager’s update via internal and external channels. • Updated main COVID-19 webpage with amended public health order, prohibited beach parking news, California public health guidelines on face coverings, and tenant and landlord resources. • Updated Q&A on COVID-19 webpage with information on who should wear masks and best practices to wear them. CORONAVIRUS ACTIONS April 3, 2020 Page 4 • Updated COVID-19 relief page with additional small business resources. • Responded to 28 questions and comments on the city’s social media platforms and Communication & Engagement department’s email. • Prepared and produced 30 large temporary closure signs for Parks & Recreation. • Responded to request for information from The San Diego Union-Tribune about the financial impact of COVID-19 on the city. • Responded to request from Voice of San Diego on city’s homeless response efforts. • Created and produced 1,000 courtesy notices about new parking restrictions and coordinated with CERT members to distribute to homes on affected streets. • Sent employee update #22 regarding new guidelines for what to do if an employee has a confirmed case of COVID-19.
