Please note, this memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. o Monitoring implantation of Health Order Addendum o Community engagement planning Regional status of outbreak (all data from April 2 at 5 p.m.) Fire Department • Completed final draft of a policy on face coverings for firefighters that includes the type of protections they need to take at fire stations, when treating patients and on service calls. • Managing procurement and distribution of personal protective equipment for the city. California Confirmed cases 11,394 Increase from day before 1,314 Deaths 253 San Diego County (as of April 2 at 4 p.m.) Confirmed cases 1,112 Increase from day before 146 Deaths 17 Carlsbad (as of April 3 at 8 a.m.) Confirmed cases 37 Change from day before 5 CORONAVIRUS ACTIONS April 4, 2020 Page 2 Police Department • Enforced stay-at-home public health orders along trails, parks and beaches. Working with State Parks staff on the state’s beach closures, which appear to be going well, with no people seen on local beaches. Parks & Recreation • Confirmed State Parks had installed barriers at the top of the Pine Avenue beach access ramp (shown above) and that State Parks staff would lock the restroom building at the bottom of the ramp along lower sea wall. • The handwashing stations requested from the county health department, for the Washington Street city parking lot and the bus stop at Harding Street at Carlsbad Village Drive, are not available because of limited supply. Staff will try to get these stations set up through a local vendor. The county stations will replace those stations once they are available. • Received a new request from the American Red Cross for a blood drive location, to potentially be established in May. City Clerk’s Office • Assisted staff with the coordination of virtual meetings for the Traffic & Mobility Commission, Housing Element Advisory Committee and Carlsbad Tourism Business Improvement District Board for the week of April 6. These meetings will be live streamed on the city website. Public participation will be conducted in the same manner as City Council meetings. • Implementing a method to electronically route staff reports to reduce the number of hands touching paper and allow for telecommuting.
