Please note, this memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. • Developed databases to track community engagement efforts since EOC was activated. The long-term care engagement has been comprehensive, performed by a CERT member skilled in medical administration and training. CORONAVIRUS ACTIONS April 7, 2020 Page 2 Regional status of outbreak (all data from April 6 at 5 p.m.) Fire Department • Working with other North Zone fire agencies to develop a prioritized dispatching model to dispatch emergency medical providers to the most serious cases first. • Researching: o Additional test sites for COVID-19 testing in the North County o Possible access to 15-minute COVID-19 antibody testing to show who may already had the virus and built up immunity. Police Department • Analyzed recent data to create a weekly COVID-19 department report that shows an increasing number of COVID-19-related calls for service. Calls for service by week 3/16-3/22 3/23-3/29 3/30-4/5 All calls 1,601 2,187 2,250 Crime cases 109 96 113 COVID-19* 94 217 667 * All calls mentioning COVID-19 or coronavirus, social distancing complaints, and extra patrols due to COVID-19 o In the last week, from March 30-April 5, 2020, officers conducted 462 extra patrols, made 103 public contacts urging people to practice social distancing, 39 other educational contacts and handled 24 calls involving the homeless. o Detectives, bicycle patrol officers, Traffic Division officers and rangers have also been deployed to encourage and enforce compliance of the social distancing orders, with rangers making almost 400 educational contacts with people at beaches, parks and trails. Tournament has been tentatively rescheduled for September 21-27, 2020, at the request of event organizer. City Clerk • Conducted Zoom meeting training with staff and members of Housing Element Advisory Committee in preparation for its Wednesday, April 8 meeting. • Distributed new virtual backgrounds and a guide regarding tips for a professional Zoom meeting to all members of the City Council and the leadership team as well as city board and commission liaisons for use in conducting virtual meetings. Human Resources Status of employees with possible COVID-19 exposure Cleared to return to work 27 Self-quarantined due to contact with someone who may have COVID-19 1 Self-quarantined due to symptoms, have not been tested 2 Self-quarantined while waiting for test results 1 Library & Cultural Arts • Working with adult learner students in the Learning Center’s literacy program to test a mobile app that could teach reading, writing and math in an engaging way without personal contact so that they can continue their literacy instruction during the crisis.
