Please note, this memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. Regional status of outbreak (all data from April 13 at 5 p.m.) California Confirmed cases 23,585 Increase from day before 1,146 Deaths 683 San Diego County Confirmed cases 1,847 Increase from day before 43 Deaths 47 Carlsbad Confirmed cases 48 Change from day before 0 CORONAVIRUS ACTIONS April 14, 2020 Page 2 Police Department • Calls for service related to social distancing violations have declined by about half. • Officers handled nine calls complaining about “parties.” Three of them were found to be valid complaints and the gatherings were dispersed. • The Homeless Outreach Team contacted 18 homeless people from April 6-12. Eight were offered resources, three declined help. Parks & Recreation • Placed five barricades with social distancing signage along the curb line of the Armada Drive promenade at the request of the Police Department. Human Resources Status of employees with possible COVID-19 exposure Cleared to return to work 32 Self-quarantined due to symptoms, have not been tested 2 Communication & Engagement • Created and shared the following with the public on city communication channels: o City Council agenda and meeting reminder o Daily update for the community o National Dispatcher Appreciation Week video recognizing staff contributions o Tips for stress management o Promoted webinar for small businesses that will be hosted by the city, Chamber and Carlsbad Village Association o Reminder of social distancing best practices o Reminder that face coverings should not be placed on children under 2 years old o Recap of April 13 county news conference o Online survey to identify community needs and priorities related to the COVID-19 emergency o Online library resources o Food resources map o Home learning programs offered by California State Parks to connect with nature • Updated COVID-19 staff resource webpage: o Created webpage for online training opportunities o Posted employee update #28 • Prepared and distributed employee update #28: o City finances o New ways to help and adapt city programs and services o Staff resources o Health reminders o Cybersecurity • Responded to 10 questions and comments on the city’s social media platforms and Communication & Engagement department’s email.
