Please note, this memo focuses on actions and information that are new since the last update. Emergency Operations Center Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. • Added EOC objective 19: Facilitate and monitor community engagement. Source: Johns Hopkins University & Medicine Coronavirus Resource Center State of California • The governor unveiled six key indicators that will guide the thinking of state officials on when and how to modify the stay-at-home order and other orders: 1. The ability to monitor and protect through testing, contact tracing, isolating, and supporting the positive or exposed 2. The ability to prevent infection in those at risk for severe COVID-19 cases 3. The ability of hospitals and health care workers to handle surges 4. The ability to develop therapeutics 5. The ability for businesses, schools, and child care facilities to physical distance 6. The ability to determine to reinstitute stay-at-home measures if necessary. • The governor said there is not a precise timeline for modifying the stay-at-home order at this point. Human Resources • Drafting guidelines for staff on professional business etiquette for virtual meetings. Status of employees with possible COVID-19 exposure Cleared to return to work 32 Self-quarantined due to symptoms, have not been tested 2 Self-quarantined while waiting for test results 1 CORONAVIRUS ACTIONS April 15, 2020 Page 3 Communication & Engagement • Created and shared the following with the public on city communication channels: o Reminder of springtime scavenger hunt o Daily update for the community o City Council meeting reminder and live updates o Information from Federal Trade Commission on privacy and security of children’s personal data o Governor’s six indicators to consider for reopening o Recap of county and state news conferences o Countywide #StayHomeSD campaign o Art at home program o Senior health and wellness classes airing on city cable channel o Information on economic impact payments being issued by IRS o Latest county COVID-19 statistics o 2-1-1 San Diego unemployment and insurance benefit resources o Promoted webinar for small businesses hosted by the city, the chamber and the Carlsbad Village Association • Updated city’s COVID-19 webpage: o Governor’s roadmap for easing public health restrictions o Updated data • Updated COVID-19 staff resource webpage: o Posted employee update #29 • Prepared and distributed employee update #29: o Wellness webinars on self-care and financial planning • Responded to 16 questions and comments on the city’s social media platforms and Communication & Engagement department’s email.
