This memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. Regional status of outbreak (all data from April 30 at 5 p.m.) California San Diego County Carlsbad Confirmed cases 49,841 3,564 54 Increase from previous day 3,334 132 2 Deaths 2,016 124 n/a* *Data not reported Police Department • Officers issued 17 citations yesterday for entering closed beaches, trails or parks. They noted a distinct disregard for the closures of the beaches over the past two nights. Last night officers dispersed a crowd estimated to be more than 100 from being on the beach north of Tamarack Avenue. • See attached memo for update on COVID-19-related homeless outreach efforts. Human Resources • Status of employees with possible COVID-19 exposure: Cleared to return to work 40 Self-quarantined due to symptoms, have not been tested 0 CORONAVIRUS ACTIONS May 1, 2020 Page 2 Community Development • Update on building permit activity: Building permits Week ending 4/23 Feb. weekly average Average of 4 months prior Permits issued 80 96 85 Inspections 367 290 420 Permits finalized 76 51 90 *All inspections conducted with social distancing measures Parks & Recreation • Picked up boxes of donated fresh produce from the Carlsbad Strawberry Company and re-distributed pieces of produce through the senior meal program. • Senior meal program has provided 1,275 meals during the past week to Carlsbad residents 60 years of age or older o 736 meals were delivered to residents’ homes by staff; 539 meals were picked- up at the Senior Center by residents. o Total number of meals provided represents a 79% increase in the average total number of meals served pre-COVID-19. Library & Cultural Arts • Best-selling author and new Carlsbad resident Susan Elizabeth Phillips will be featured in a free virtual writing workshop this afternoon. More than 150 people have signed up. • The first two theater demos in a series will be distributed through social media this weekend. • Launched a new webpage, Arts Education Lessons for Teachers, to help with online learning. Holly is preparing a memo to the City Manager and Council on the count. • Holly and Marissa are in the final stages of finalizing the scope of services with CRC regarding rental assistance for individuals who are at-risk or experiencing homelessness. They hope to bring this information to Council in late May. • Additional hygiene kits were ordered from the County, with masks, in anticipation of the new public health order to wear masks. • LifeLine will be onsite at Hyland Inn on 4/30 to provide government cell phones to clients without phones. • Vista Community Clinic onsite at Hyland Inn provided linkage to primary health care medical benefits to clients. Also assist with general relief and benefit programs. • HOT is actively distributing facial masks to the homeless population with the county hygiene kits. • Carlsbad HOT participated in an online Webinar for CPOA LEADS “Policing Considerations for Temporary Homeless Shelters During Pandemic How many contacts by HOT and Interfaith? • From Monday 4/27 to Thursday 4/30 HOT has contacted 8 people (These contacts could be a repeated contact not necessarily a new homeless person contact). Of the people contacted where resources were a viable option, 5 accepted resources. HOT passed out masks to homeless individuals. • Interfaith has been contacting the 45 clients at the Hyland Inn daily. How are things going in La Posada? • Holly is working on putting a handwashing station outside their facility. • La Posada is at full at maximum capacity of 50 persons. Homeless Response Activities (COVID-19) For Hyland Inn clients how many do we have there? - Demographics o Occupancy: 45  13 females  32 Males o Residency:  37 Carlsbad  2 Escondido  6 Oceanside - New business  Whole Person Wellness provided services to motel voucher recipients onsite 4/29. This included linkage to mental health services, primary care, and addressing any substance use resources.  Two clients self-exited, and two new intakes completed to fill rooms.  One client exited to another housing program.  Lifeline visit to provide free government cell phones to clients in need was set up for 4/30 - Successes o Whole Person Wellness able to assess 19 clients, with 7 clients linked to services o 29 residents have successfully completed the VI-SPDAT (Vulnerability Index - Service Prioritization Decision Assistance Tool) o 3 residents have begun their SSI/SSDI applications o 10 individuals matched with Rapid Rehousing o All residents connected to case management services o All residents given the option to connect to primary care o All clients presented with the opportunity to link to Whole Person Wellness, Whole Person Wellness to continue assessing for program linkage o Continued coordination of care with Oceanside HOT to support Motel Voucher program on day’s public health nurse is not onsite o Public Health nurse continues to meet, and screen clients as needed, to include facilitating prescription renewals and ongoing coordination of care
