This memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. • Added EOC Objective 21: Support and monitor opening of beach, waterways, parks, trails, and city golf course consistent with public health orders and resolutions • CERT supported Sew2Care face covering distribution to residents. About 400 face coverings provided. • Completed CERT 2020 Academy, with 24 new CERT members Regional status of outbreak (all data from May 3 at 5 p.m.) California San Diego County Carlsbad Confirmed cases 53,733 3,927 56 Increase from last report 3,892 363 2 Deaths 2,194 139 n/a Police Department • Officers issued five citations over the weekend to people found in closed parks and trails, bringing the total to 112. • Citations are expected to decrease or stop with the opening of the beaches, trails and parks, as the enforcement of the public health orders will be primarily by education and police presence. CORONAVIRUS ACTIONS May 4, 2020 Page 2 Fire Department • Obtained additional personal protective equipment: o 34,000 more masks for North County fire agencies. The rest of the order of 140,000 is expected this week. (Carlsbad received about 15,000.) o 100 gowns for city firefighters. o 20 thermometers for the city to use to screen essential workers as they return to city workplaces. Parks & Recreation • Submitted completed social distancing and sanitizing protocol forms to the county Health Department Saturday following City Council direction to allow limited access to the city’s beaches, parks and trails. These protocols cover two segments of beaches, 17 parks, and four preserves with trails. • Coordinated with other city departments on today’s reopening of these beaches, parks and trails. • Removed barricades and caution tape and replaced entry signage at these amenities to note these reopenings were limited, with social distancing and sanitation protocols. • Closed at least half of the parking spaces at these parks. • Ensured social distancing and sanitation protocols were in place at The Crossings golf course before its opening Saturday, May 2, and that no golf carts were being used unless required to meet ADA accessibility requirements.
