Memo ID# 2020092 This memorandum provides an update on the status of (1) completion of the Poinsettia Lane bridge project, which is being constructed by a private developer, and (2) installation of traffic signals at the intersections of Poinsettia Lane at Cassia Road and Poinsettia Lane at Oriole Court/ Skimmer Court, which is a Capital Improvement Program (CIP) project. Background Construction of the Poinsettia Lane bridge is a condition of the Poinsettia 61 private development project currently under construction by Lennar. The project involves the development of a 123-unit, single family detached, condominium subdivision on 50.8 acres of land. The project is generally located south of Cassia Road, between the existing western and eastern segments of Poinsettia Lane, and east of Ambrosia Lane. The project includes construction of the Poinsettia Lane bridge, which is the last remaining road segment of Poinsettia Lane . Capital Improvement Program (CIP) Project Nos. 6329 and 6330 include installation of traffic signals at the intersections of Poinsettia Lane at Cassia Road and Poinsettia Lane at Oriole Court/ Skimmer Court. On Jan. 28, 2020, the City Council adopted Resolution No. 2020-021 to accept bids and award the construction contract. Discussion Originally projected for summer 2020, the scheduled completion of the Poinsettia Lane bridge has been delayed due to inclement weather as well as impacts from the COVID-19 pandemic. During winter 2020, the project site received more than 20 inches of rain, which delayed construction activities. According to Lennar, subcontractor constraints due to the COVID-19 pandemic have further delayed the project. Instead of completing the project in summer 2020, Lennar anticipates completion of the Poinsettia Lane bridge by October 2020. On CIP Project Nos. 6329 and 6330, the project was awarded to Select Electric, Inc. on Jan. 28, 2020. Pre-construction activities, including site investigations and procurement of long- lead equipment items, are currently underway. The project is expected to be completed by September 2020 and will be constructed in coordination with the Poinsettia Lane bridge project Public Works Branch Construction Management & Inspection Department 1635 Faraday Ave. I Carlsbad, CA 92008 I 760-602-2780 t Honorable Mayor Hall and Members of the City Council May 14, 2020 Page 2 to ensure traffic signals are operational when the new road segment opens, projected for October 2020.
