This memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. Regional status of outbreak (All data from May 14 at 5 p.m.) California County Carlsbad Confirmed cases 73,173 5,391 69 Increase from day before 2,091 113 3 Deaths 2,974 200 n/a Human Resources • Drafted telecommuting extension memo to be distributed city-wide Status of employees with possible COVID-19 exposure Cleared from COVID-19 42 Self-quarantined while waiting for test results 1 Police Department • Officers wrote five more COVID-19-related parking citations, bringing the total to 64. • Began voluntary COVID-19 antibody testing for department personnel, as the Fire Department has been doing. All employees who want this testing should be able to get it in the next two weeks. CORONAVIRUS ACTIONS May 15, 2020 Page 2 Economic Development • Conducted three joint webinars hosted by the city, Chamber of Commerce and Carlsbad Village Association that have had over 300 registrants. • Sent seven joint e-mails on pandemic issues to all businesses in Carlsbad. • Working with 200 local businesses on COVID-19 economic response and recovery. • Working with the Carlsbad Village Association to poll businesses about the potential closure of State Street to vehicle traffic. Parks & Recreation • Provided 1,342 meals during the past week to Carlsbad residents 60 years of age or older through senior meal program. o 779 meals were delivered to residents’ homes by staff; 563 meals were picked up at the Senior Center by residents. o Total number of meals provided represents a 92% increase in the average total number of meals served before the pandemic. • Launching Virtual Hot Rods & Cool Treats event tomorrow. Virtual event including tutorial on how to make ice cream, a car themed craft and a video compilation of classic cars • Picked up boxes of donated fresh produce from the Carlsbad Strawberry Company and re-distributed pieces of produce within the senior meal program. • Delivered shade canopies and folding tables to the Barker Family’s food drive, held during the lunch pickup program at Carlsbad High School. Library & Cultural Arts • Extended the due date for library materials that are currently checked out. Due date has been extended to July 14, 2020. Community Development • Weekly update on building permit activity: Week ending 5/14 Feb. weekly average Average of 4 months prior Permits issued 75 96 85 Inspections 431 290 420 Permits finalized 48 51 90 *All inspections conducted with social distancing measures Communication & Engagement • Created and shared the following with the public on city communication channels: o Infographic on the state’s reopening stages and where we currently are o Guidance on how to remove and clean face coverings o 2-1-1 San Diego utility bill payment assistance CORONAVIRUS ACTIONS May 15, 2020 Page 3 o Activation of additional “touchless” crosswalk signals o Thunderbirds flyover salute to COVID-19 frontline responders o BOX Bioscience hand sanitizer production o Virtual classes for National Bike Month o Leo Carrillo “history mystery” reveal o Preview of live from living room performance • Prepared and distributed daily email update from the city: o Health orders still in place o CDC video case study o Latest case information including Carlsbad specific data o Overview of underlying conditions present in those who died from COVID-19 o Face covering distribution numbers from the city o Thank you video to Sew2Care volunteers o Play@home videos featuring summer camps o Reminder of basic precautions and protocols to fight COVID-19 • Drafted and distributed employee communication #36: o Two-month anniversary since the EOC activation o Six-year anniversary of the Poinsettia Fire o Stages to reopening o Face covering policy o Employee Assistance Program resources for Mental Health Awareness Month o Multifactor Authentication process to fight cyberattacks o Acknowledgement of moms and Mother’s Day • Updated COVID-19 webpages: o Updated frequently asked questions o Updated news release on additional touch-free crosswalk signals o Great Plates Delivered senior meal program • Responded to 14 questions and comments on the city’s social media platforms and Communication & Engagement Department’s email.
