This memo focuses on actions and information that are new since the last update. Emergency Operations Center •Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. •EOC staff delivered 5,500 face masks to faith-based organizations. Regional status of outbreak (All data from May 28 at 5 p.m.) California County Carlsbad Confirmed cases 102,455 7,100 75 Increase from day before 2,309 117 0 Deaths 3,934 260 n/a Police Department •A large number of officers will be along the beach this weekend to ensure compliance with the health order. •Officers have issued 148 written warnings this week along the beach related to health order violations. CORONAVIRUS ACTIONS May 29, 2020 Page 2 San Diego County cases •Confirmed COVID-19 cases by city as a percent of population shows Carlsbad’s rate is below other cities. (Chart Includes only cities with more than 50,000 residents.) •While the current rate of COVID-19 cases per 100,000 residents in Carlsbad is just 65.4, it’s 576.6 in National City, 427.3 in El Cajon, 393.6 in Chula Vista and 280.5 in Imperial Beach. •The rate is 212.7 for the county overall, and 221.6 in the City of San Diego. Public Works •Sent memo to the Carlsbad Municipal Water District Board notifying them that the district’s executive manager extended the following temporary measures until the end of the state of emergency: o Potable water service will not be discontinued due to non-payment o Late fees will not be assessed o Potable water business customers who closed their accounts because of the pandemic may discontinue their water service to stop accrual of any associated monthly fees and have water service reestablished later without paying a reconnection fee Human Resources No change in status of employees with possible COVID-19 exposure: 44 employees cleared to return to work. CORONAVIRUS ACTIONS May 29, 2020 Page 3 Community Development • Update on building permit activity: Week ending 5/28 Prior 4-months’ average Permits issued 69 85 Inspections 264 420 Permits finalized 61 90 *All inspections conducted with social distancing measures Parks & Recreation • Provided 1,310 meals during the past week to Carlsbad residents 60 years of age or older through the senior meal program. o 774 meals were delivered to residents’ homes by staff; 536 meals were picked up at the Senior Center by residents o Total number of meals provided is an 87% increase in the average total number of meals served before the pandemic o Distributed face masks provided by the Emergency Operations Center • Picked up boxes of donated fresh produce from the Carlsbad Strawberry Company and re-distributed the produce within the senior meal program. • Delivered shade canopies and folding tables to the Barker Family’s food drive, held during the Carlsbad Unified School District’s lunch pickup program at Carlsbad High School. Communication & Engagement • Created and shared the following with the public on city communication channels: o County’s updated beach rules starting June 2 o Updated case numbers countywide and in Carlsbad o Link to county’s charts o Resources to keep children safe online o Rock art that encourages actions to save lives o Firefighter story time o Virtual introduction to Folklorico Dance o Virtual bike month classes o Thank you to ASRV for face mask donation • Prepared and distributed daily email update from the city: o Acknowledgement of the 100,000 lives lost and families affected o What the county knows about active cases o Updated case numbers o Current CDC guidance on face coverings and examples of city staff wearing them o Carlsbad’s ASRV donation of face masks o Dashboard of what’s open and closed CORONAVIRUS ACTIONS May 29, 2020 Page 4 • Prepared and distributed an enewsletter to seniors: o New Zoom classes o Wellness Wednesday webinars o Aging creatively with San Diego Dance Theater o Genealogy videos o Live performances • Prepared and distributed an enewsletter to families: o Firefighter story time o Playwrights project script writing o Library virtual programs o Camps@Home programs o Youth sport videos o Art@Home projects • Distributed an enewsletter to vacation rental property owners: o State’s resilience roadmap to reopening o Restrictions on lodging and short-term vacation rentals, which are open only for essential workers and to support COVID-19 efforts o Letter from the city manager and the county • Responded to 13 questions and comments on the city’s social media platforms and Communication & Engagement Department’s email.
