HomeMy WebLinkAbout2020-06-08; City-County Airport Quarterly Meetings; Haber, Jason City Manager’s Office Intergovernmental Affairs 1200 Carlsbad Village Dr.  Carlsbad, CA 92008  760-434-2820 t Memo ID #2020116 Council Memorandum June 8, 2020 To: Honorable Mayor Hall and Members of the City Council From: Jason Haber, Intergovernmental Affairs Director Via: Scott Chadwick, City Manager Re: City of Carlsbad / County Airports - Quarterly Staff Meetings This memorandum provides information related to the quarterly meetings that are convened for City and County staff to discuss matters of mutual interest related to McClellan-Palomar Airport. Background On March 27, 2019, the City Council approved a Mutual Cooperation and Settlement Agreement to resolve a lawsuit between the City of Carlsbad and the County of San Diego related to the County’s approval of the McClellan-Palomar Airport Master Plan and certification of the plan’s Final Program Environmental Impact Report. On May 7, 2019, the City Council adopted Resolution No. 2019-060 to formally approve that agreement. The agreement commits City and County staff to meet quarterly to discuss airport-related matters of mutual interest. Other cities affected by the airport are also invited to attend. Discussion City and County staff have been meeting quarterly since July 2019. Five meetings have been held to date, with the most recent meeting being held on June 2. The June 2 meeting was the first one attended by the County’s newly appointed Director of Airports, Cameron Humphres. Representatives from the cities of Oceanside, San Marcos and Vista have also participated regularly. Meeting agendas have included the following standing items, among others: 1. Airport Monthly Performance Report 2. Airport Project Updates a. Noise Monitors, Landfill Maintenance, Slope Landscaping, Property Purchase/Sale 3. Palomar Airport Advisory Committee Updates The Carlsbad resident appointee to the Palomar Airport Advisory Committee has been contacted in advance of the quarterly meetings to inform staff of emerging airport issues and to help identify potential agenda items for discussion. June 8, 2020 Page 2 On June 2, staff received the attached Airport Monthly Performance Report, which presents data on airport operations, complaints and flights during voluntary quiet hours through April 2020. With more people staying home during April due to the COVID-19 pandemic, the airport saw a significant increase in the number of daytime noise and overflight complaints from Carlsbad residents. Flight schools have continued to operate as essential businesses during the stay-at- home order, and the majority of complaints were associated with these propeller aircraft operations. Airport staff have been gathering feedback from residents and are working with flight school operators, pilots and air traffic controllers from the Federal Aviation Administration to adjust flight patterns and mitigate the impacts to Carlsbad residents. In addition, the Palomar Airport Advisory Committee has established a Voluntary Noise Abatement Program Subcommittee to help educate pilots and identify potential operational changes to further reduce impacts. County staff provided updates on two recent airport landfill maintenance projects: 1) to replace a sump pump in the landfill’s methane extraction system, and 2) to resolve some areas of ponding on the closed landfill. Staff was also notified of a future maintenance project that is expected to occur six to 12 months from now to repair some low spots in the paved aircraft tie- down area. And finally, staff was informed that the County is in ongoing discussions with staff from the Regional Water Quality Control Board to gain consensus on acceptable planting materials to landscape the airport landfill slopes. Next Steps Staff will continue to participate in quarterly meetings with the County and provide informational updates to the City Council.
