This memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. Regional status of outbreak (Data from June 18) California County Carlsbad Confirmed cases 161,099 10,092 98 Increase since last memo 7,539 362 5 Deaths 5,360 331 n/a Human Resources • Status of employees with possible COVID-19 exposure COVID-19 cleared 46 Self-quarantined due to travel 0 Self-quarantined due to contact with possible COVID- 19 positive person 1 Self-quarantined due to symptoms, have not been tested 0 Self-quarantined while waiting for test results 4 Self-isolated due to confirmed COVID-19 diagnosis 1 Hospitalized 0 Parks & Recreation • Completed first week of several youth sports camps, under the applicable Safe Reopening Plans/Protocols and staff operation or oversight. • Finalized Safe Reopening Plans/Protocols for reopening on Monday, June 22: CORONAVIRUS ACTIONS June 19, 2020 Page 2 o Community centers with a gymnasium (Stagecoach, Pine Avenue and Calavera Hills) o Aquatic centers (Monroe Street and Alga Norte Community Park) o Visitor center and historic buildings (Leo Carrillo Ranch) • Finalized Safe Reopening Plans/Protocols for enrichment camps, which will commence on Monday June 22. • Provided 1,229 meals during the past week to Carlsbad residents 60 years of age or older through the senior meal program. o 738 meals were delivered to residents’ homes by staff; 491 meals were picked- up at the Senior Center by residents o Total number of meals provided represents a 76% increase in the average total number of meals served pre-COVID-19 • Picked up boxes of donated fresh produce from the Carlsbad Strawberry Company and re-distributed produce within the senior meal program. • Reopened Carlsbad High School tennis courts and athletic fields at the majority of nine other school sites under joint use agreements with three school districts. o Added all sites to the routes for monitoring the public’s adherence to COVID-19 response guidelines. Community Development • Update on building permit activity: Week ending 6/19 4 prior months avg. Permits issued 92 85 Inspections 388 420 Permits finalized 60 90 *All inspections conducted with social distancing measures Library & Cultural Arts • As of June 17, the Children’s Garden at the Dove Library is available for community members to access the city’s public WiFi service using their personal devices. o The garden is set up with minimal chairs and tables to allow for physical distancing. Communication & Engagement • Communicated via city communication channels about the following topics related to the COVID-19 public health emergency: o Latest data on Carlsbad cases, 14-day rolling average and status of the county’s 13 triggers o State guidance that now allows outdoor religious services, weddings and constitutionally protected activities like protests to take place CORONAVIRUS ACTIONS June 19, 2020 Page 3 o News that the number of community outbreaks has exceeded 7 and what kind of areas they’re reported in o County will pause on all future reopenings beyond personal care services that reopen on Friday, June 19 o List of what businesses will reopen on Friday, personal care services o New statewide mandate that face coverings are now required to be worn in public spaces o CDC’s analysis of a higher rate of positive cases and deaths with people with underlying health conditions o Reminder to properly dispose of your gloves, masks and wipes in the trash can o Highlight of participating in upcoming public meetings o Recap of the City Council’s actions  Approval of an automatic one-year extension for building permits and applications  Business promotion and tourism marketing campaign o Promotion of enrichment camps beginning June 22 o Virtual community services and activities:  Free lesson for Culinary Lab Lunch Hour  Virtual Summer Reading Adventure  Live from my Living Room concert  Creek to Bay cleanup your neighborhood  Father’s Day activities • Produced the following videos: o Take a behind the scenes tour of Fire Station 3 o Your Actions Save Lives - Reopen and Recover Carlsbad cc: Celia Brewer, City Attorney Geoff Patnoe, Assistant City Manager Gary Barberio, Deputy City Manager, Community Services Paz Gomez, Deputy City Manager, Public Works Laura Rocha, Deputy City Manager, Administrative Services Michael Calderwood, Fire Chief Neil Gallucci, Police Chief Maria Callander, Information Technology Director David Graham, Chief Innovation Officer Judy von Kalinowski, Human Resources Director Kristina Ray, Communication & Engagement Director Nick Ordille, Assistant Fire Chief Kyle Lancaster, Parks & Recreation Director
