Barberio, Deputy City Manager, Community Services Kyle Lancaster, Parks & Recreation Director Via: Geoff Patnoe, Assistant City Manager g Re: Parks & Recreation Department's COVID-19 Reopening Update {city of Carlsbad Memo ID# 2020122 This memorandum provides the status of the reopening of certain Parks & Recreation facilities and programs, in response to the state's and the county's lessening of restrictions related to the recovery from the COVID-19 pandemic. Background On June 5, 2020, the State of California Department of Public Health released COVID-19 Industry Guidance, specific to the reopening of fitness facilities and day camps. The guidance was to be effective no sooner than June 12, 2020. Additionally, the city and three of the school districts within our boundaries (Le., Carlsbad Unified, Encinitas Union and San Marcos Unified) have joint use agreements for the public's access to tennis courts or athletic fields at a total of ten school sites. The academic year for each of these school districts concluded as of June 12, 2020. Discussion On June 5, 2020, the State of California Department of Public Health released COVID-19 Industry Guidance, specific to the reopening of fitness facilities and day camps. The Industry Guidance was to be effective no sooner than June 12, 2020. On June 8, 2020, the County of San Diego Health and Human Services Agency revised its Order of the Health Officer, consistent with the state's Industry Guidance on the reopening of such facilities and programs. On June 9, 2020, the City Council received an oral presentation on City Council Meeting Agenda Item No. 7, COVID-19 Actions and Expenditures. As part ofthat presentation, the City Council was advised of the recent release of the above Industry Guidance and Health Order, and that Parks & Recreation Department staff was working diligently to address the staffing and protocol requirements to reopen its community centers, pools (or aquatic centers) and day camps within the following two weeks. The City Council was also advised that, based on staff's discussions with representatives from the respective school districts, the tennis courts at Carlsbad High School and most of the athletic fields at the other schools under joint use agreements, would be reopening for public use on June 12, 2020. The attached Parks & Recreation Department COVID-19 Update, June 12-29, 2020, provides the City Council with the specific reopening dates for each of those facilities, as well for reopening a variety of summer day camps. It also details the applicable requirements that must be met in advance of those dates to ensure the safe reopening of the facilities and programs. Next Steps Staff will continue to diligently address the staffing and protocol requirements to reopen its community centers, pools and day camps according to the dates noted in the attached Parks & Recreation Department COVID-19 Update. Parks & Recreation Department COVID-19 Update, June 12-29, 2020 cc: Scott Chadwick, City Manager Celia Brewer, City Attorney Kristina Ray, Communications & Community Engagement Director Mike Pacheco, Recreation Services Manager Tim Selke, Parks Services Manager Mick Calarco, Special Projects Manager Bonnie Elliott, Senior Management Analyst CITY OF CARLSBAD Parks & Recreation Department COVID-19 Reopening Update June 12-29, 2020 Attachment A • Tennis Courts at Carlsbad High & Athletic Fields at Nine Other Schools Under Use Agreements o All but three turf fields will reopen the day after school officially ends on June 12 ■ ■ ■ All natural turf fields subject to annual closure period for summer renovation .Three fields also subject to closure period for district construction projects • Kelly, Hope and Magnolia Elementary Schools -all within CUSD Anticipate having enough total fields to meet demand of camps & modified use • Summer Camps o User Group Sports Camps will reopen on June 15 ■ Must address the following requirements: • Prepare and submit county safety protocol form • City waiver required for organizers/contractors and participants • Ensure compliance with all county protocols/modification of services o City Sports Camps will reopen on June 15 ■ Must address all the above requirements, plus: • Prepare reopening plans and response plans • Rehire several seasonal part-time staff • Reallocate multiple regular part-time staff that are currently monitors • Reallocate several full-time staff that are currently distributing sr. meals • Train all staff on new protocols and procedures o Enrichment Camps will reopen on June 22 ■ Must address all the above requirements, plus • Prepare reopening plans and response plans • Comply with all county protocols and modify services as needed • Rehire several seasonal part-time staff • Reallocate multiple regular part-time staff that are currently monitors • Reallocate several full-time staff that are currently distributing sr. meals • Train all staff on new protocols and procedures o Full Day Camps will reopen on June 29 ■ Must address all the above requirements, plus • Prepare sanitary activities/staging throughout an entire 10-hour day • Additional planning needed to make up for two all day field trips/week Attachment A o Aquatic Camps will be cancelled for full summer season ■ Not feasible to conduct in compliance with 6' social distancing requirements o Various Camps already cancelled by contractor for full summer season ■ Contract instructors requested cancellation due to their own health concerns • Two art, one cooking and one yoga camp ■ Contract instructors requested cancellation due to low enrollment/profitability • Two sports, two cooking, one magic, one Lego and one science camp • Community Centers and Leo Carrillo Visitor Center/Historic Buildings o All above centers will reopen on June 22 ■ Must address the following requirements: • Prepare reopening plans and response plans • Ensure sneeze guards and other facility modifications are conducted • Comply with all county protocols and modify services as needed • Reallocate multiple regular part-time staff that are currently monitors • Reallocate several full-time staff that are currently distributing sr. meals • Train all staff on new protocols and procedures • Aquatic Centers (Alga Norte and Monroe Street) o All above centers will reopen on June 22 ■ Must address the following requirements: • Prepare reopening plans and response plans ( • Ensure safety modifications to the facilities and pools are performed • Adjust pool chemicals/temperatures, and reconfigure lane boundaries • Comply with all county protocols and modify services as needed • Reactivate several seasonal part-time staff • Reallocate multiple regular part-time staff that are currently monitors • Reallocate several full-time staff that are currently distributing sr. meals • Train all staff on new protocols and procedures
