Re: American Public Works Association (A WA) Awards {cityof Carlsbad Memo ID# 2020135 This memorandum provides information on awards that the City of Carlsbad and Carlsbad Municipal Water District will be receiving as part of the American Public Works Association (APWA) San Diego and Imperial Counties Chapter 2020 Awards Program. Background APWA established its awards program to promote excellence in public works projects by recognizing the partnership between the managing agency, consultant/architect/engineer team and construction contractor, who all work together to successfully complete public works projects. Awards are given for Project of the Year as well as individual and team awards recognizing exemplary service in the public works field. Discussion This year, we are ple~sed to announce that the City of Carlsbad and Carlsbad Municipal Water District will receive a total of five APWA awards (two individual and three project awards). Additionally, the first two awards listed below were selected by the Construction Management Association of America (CMAA) San Diego Chapter in the category of Public Works less than $15 million as First Place Winner and Honorable Mention, respectively: Project of the Year Award -Parks Category: Aviara Community Park Phase II and Poinsettia Community Park Phase Ill The centerpiece of the Aviara Community Park Phase II improvements was the new Aviara Overlook. This area features a catering support room and restrooms; a 2,000-square foot covered picnic area with outdoor fireplace; a large oval-shaped turf area; a small stage with a signature shade structure; and four small picnic areas (two shaded and two unshaded). Poinsettia Community Park Phase Ill improvements featured three new park components: six lighted pickleball courts, a new playground which is twice the size of the old playground and a synthetic turf multi-sport arena with warm-up areas, bleachers and picnic tables. The playground is designed to encourage inclusive play and create an environment that welcomes kids and families of all abilities to learn, play and grow together. Public Works Branch Faraday Center 1635 Faraday Avenue I Carlsbad, CA 92008 I 760-602-2730 Honorable Mayor Hall and Members of the City Council June 25, 2020 Page 2 Honor Award -Parks Category: Ocean Street Beach Accesses Improvements This project provides safe and enjoyable access to the north beach areas and enhance the maintenance efficiencies. The project boundary spans the beach accesses along Ocean Street, at the western terminus of Grand Avenue, Carlsbad Village Drive, Christiansen Way, Beech Avenue, Rue Des Chateaux, Oak Avenue and Cypress Avenue. The project components included installation of new handrails and guardrails, identification and regulatory sign age, decorative lighting, recycling and trash receptacles, teak wood benches, bike racks, paver crosswalks, tile plazas, drinking fountains, irrigation and landscaping. Project of the Year Award -Transportation Category: La Costa Avenue Road Diet and Paving The city repaved a 2.5-mile stretch of La Costa Avenue between El Camino Real and Rancho Santa Fe Road and implemented a road diet to improve safety. This project overcame unique challenges such as being a connector to Interstate Highway 5, proximity to schools, parks, places of worship and major retail centers as well as sensitivity to hundreds of residents with driveways and frontages on the roadway. Outstanding Service in a Public Agency -Craddock Stropes As senior management analyst in the Public Works Branch, Craddock Stropes led a team whose innovative spirit resulted in the use of job order contracting, electronic bidding and processing for the firsttime ever in the City of Carlsbad. She led development of a CIP electronic intake application for project managers and a CIP electronic dashboard for the public. Operations and Maintenance Personnel Award -Carlsbad Municipal Water District (CMWD) The CMWD staff's work to repair a significant emergency water main break in the railroad tracks right-of-way located south of Palomar Airport Road. The pipe was in a steep slope about 15 feet west of the railroad tracks, making it very difficult to repair. Special permits and training were required to work in the railroad right-of-way. The team had to coordinate closely with North County Transit District to ensure safety on a dangerous jobsite near fast-moving trains. Team members included: • Meter Services Workers (Marciano Morales and Mike Motas) • Water Operations (Supervisor Andrew Wilson, Raymond Martinez, Peter Preciado, Mike Divine, Aaron Pearce, Bryan Musser and Anthony Senvisky) • Construction and Maintenance (Supervisor Matt Jacobs, Marco Castillo, Dan Steele, George Crabbe, Matt Hollingsworth, Ian Ferrell, John Gil, Russel Delmar and Anthony Rodriguez) • Contract Administration (Graham Jordan), Senior Management Analyst (Ligeia Heagy) and Secretary (Jeanette Brown) Next Steps City staff will participate in a virtual APWA awards event on Sept. 10, 2020 to accept these awards.
